Revenue from this program has increased dramati- <br />cally, and the Mayor said many municipal officials throughout the state feel that some of these funds that <br />all citizens pay should go to cities to help with their soil erosion programs and park maintenance. Since <br />the tax does not expire for two years, citizens are being asked not to support the ballot measure so that <br />a more equitable proposal may be negotiated and put before the public two years from now. Mr. <br />Schoomer moved that Council join with the Missouri Municipal League and St. Louis County Municipal <br />League in adopting this resolution. Mr. Munkel seconded the motion, which carried unanimously. The <br />resolution will become part of the record. <br /> <br />CITY MANAGER'S AGENDA <br /> <br />CONSENT CALENDAR (TWO ITEMS) <br /> <br />Emergency Repair - Heil Refuse Truck #42 (#1). The packer cylinders on Refuse Truck #42 failed, <br />causing it to be out of service, and Mr. Ollendorffgave emergency approval for $9,530.45 in repairs <br />from Armor Equipment so the truck may be returned to service. Council approval is required. <br /> <br />Installation of Truck Scale at Central Garage (#2). Several companies were invited to bid on this project <br />but due to state law requiring payment of prevailing wage rates, only one proposal was submitted. Preci- <br />sion Scale Co. bid $29,903, a reasonable price for the scope of work. The City Manager said this com- <br />pany has a good reputation and he recommended acceptance of their bid. <br /> <br />Mr. Wagner moved approval of the Consent Calendar. Mrs. Thompson seconded the motion, which <br />carried unanimously. <br /> <br />SITE PLAN - 7014 PERSHING/COFFEE HOUSE <br /> <br />The City Manager said this item was tabled at the last meeting so that immediate neighbors on Pershing <br />and Waterman could be notified and their comments heard by Council at this meeting. The City Mana- <br />ger recommended denial since prior restaurants on the site have caused overflow parking, late hour <br />activity and other intrusions and have not been well received by the neighborhood. If approval is con- <br />templated, conditions regarding hours, employee parking, outdoor activity, alcoholic beverage prohibi- <br />tion, cooking odor protection, and limits on seating capacity should be attached. <br /> <br />Mr. Schoomer moved that this item be removed from the table. Mr. Wagner seconded the motion, and <br />all voted Aye. <br /> <br />The applicant, Mr. Patrick Liberto, 11015 Westport Station Drive, said he distributed flyers on Pershing <br />and Waterman about his proposal for the coffee house, and so far has received no negative comments. <br />He believed that was due to the type of operation he proposes, with limited hours (7 a.m. to 10 p.m. <br />weekdays; 7 a.m. to 11 p.m. Friday and Saturday), no alcohol served, and a lot of walk-in traffic. <br /> <br /> <br />
