Session 1679, Minutes
September 30, 1996

Page 15

Mr. Wagner also felt it was a little premature to pass the precise resolution requested by the Historic
Neighborhoods group. He agreed with many of Mr. Lieberman's statements. He also felt that some
form of a Millbrook route would be beneficial, and the stations would be within walking distance of
many residents; however, he could not support such a plan if it took even one house of a resident who
did not want to sell, or a yard, or even part of a yard. He felt there were ways of doing this that would
be low impact, and if it goes down Millbrook, it should be out of sight underground, with no vibrations.
He wanted to see the resolution before voting on it. Mayor Adams said it could be held over to the next
meeting, and Mr. Wagner agreed.

Mr. Schoomer said he has publicly and privately pushed for almost all of the conditions that have been
brought forward for an acceptable route, but at this time when many things are still open, many questions
unanswered and many alternatives to consider, to put Council on record for a single set of standards
would be a negotiating disaster. He said University City has enough political insight and clout to achieve
its goals. He said he would not support any form of resolution for any route at this time.

Mrs. Thompson wanted to see evidence of economic growth to the City and time to digest the 1-64 route
although it seems to be the best of all the ones discussed, and she wanted more information about the
overall plan.

Mr. Ware concurred with Mr. Schoomer. He appreciated Mr. Lieberman's suggestions but felt Council
should not yet go on record without obtaining more information about all that is available.

Mr. Munkel also felt he did not have enough information and agreed with Mr. Schoomer that it was pre-
mature to make a decision. He said he would be happy to'look at what Mr. Lieberman had to say and
consider it, but he did not want to vote on it tonight.

Mayor Adams said he has invited all councilmembers to' attend all meetings where MetroLink has been
discussed so .they may be informed and up to date. He noted that his position on an east/west route is
nearly identical to that in the letter received from the Historic Neighborhoods Association.

POLICE DEPARTMENT REPORT

The Police Department report for the month of August, 1996, was received and ordered filed.

PERSONNEL REPORT

The Personnel report for the week ending September 28, 1996, was received and ordered filed.

CITIZEN COMMENTS

Mr. Timothy Hepler, 1069 N. Hanley, police representative on the Pension Board, noted that a bill
before Council removes workmen's compensation from consideration in a formula pertaining to disability
