Session 1679, Minutes <br />September 30, 1996 <br /> <br />Page 6 <br /> <br />PARKING LOT LEASE - 6214 DELMAR <br /> <br />The City Manager requested approval for the City to lease a parking lot at 6214 Delmar from South- <br />western Bell Telephone Company to be used by employees of Loop businesses until the City's parking <br />garage is constructed. The Company has generously offered this property to the City until October, <br />1997, for a token payment orS100 a month; insurance and maintenance will be the City's responsibility. <br /> <br />Mr. Munkel moved approval. Mrs. Thompson seconded, and all voted Aye. <br /> <br />SITE PLAN - 500-518 NORTH AND SOUTH <br /> <br />The City Manager recommended approval of the site plan at 500-518 North and South, subject to zoning <br />approval. The new site plan addresses councilmembers' major concerns by reducing the two buildings <br />from four to three stories, and the units from 36 to 24. Conditions should include the following: <br /> <br />1. The project shall be in general conformity within the drawings submitted with the application. All <br /> exterior walls shall be faced with brick. <br />2. The stair enclosures shall be permitted to project into the transitional yards as shown on the draw- <br /> ings. <br />3. A detailed landscaping plan shall be submitted to the Director of Planning for approval, and land- <br /> scaping shall be installed and maintained in accordance with the approved plan. As many existing <br /> trees as possible shall be preserved and maintained. <br />4. The height and mass is approved as shown on the drawings. <br />5. The fencing is approved in the right-of-way setback as shown on the drawings. <br />6. The developer shall be permitted to build the project in two phases. This approval shall become null <br /> and void with respect to the second building unless a building permit is obtained for the second <br /> building within one year after the substantial completion of the first building. <br /> <br />Mr. Ollendorft'said the plan now exceeds the rear yard and parking requirements and the side transitional <br />yards substantially except for the stair towers. The size and quality of the project meets the Comprehen- <br />sive Plan goals for this neighborhood. <br /> <br />Mr. Schoomer moved approval, and Mr. Munkel seconded the motion. <br /> <br />Mr. Bruce Rennekamp, 527 N. Central, said the Comprehensive Plan has been mentioned as encouraging <br />the type of development being considered; he suggested perhaps the plan should be questioned in view <br />of neighborhood changes since the plan was adopted. <br /> <br />Mr. Alan Nemes, 6940 Waterman, supported the proposed development as he felt it would be good for <br />the City as a whole. He noted the same kind of development has already happened north of this site in <br />Clayton, and it makes sense for it to continue into University City. He also felt it would increase the tax <br />base and may spark additional development in this area. <br /> <br /> <br />
