He noted that past problems with restaurants at this site have been solved, and he would not want <br />a new one to open. <br /> <br />Ms. Billie Morgan, 817 Yale, works in this shopping center and said employees do not park on the lot. <br />She suggested most customers of the coffee house will be on foot, and that this business will fit in very <br />well. She noted the site has been empty for some time, and it would be better to have a business there <br />than for it to be vacant. <br /> <br />Mr. David Olander, 7114 Kingsbury, said his family uses this shopping center, and the parking lot was <br />rarely full. As a nearby resident, he felt a coffee house would be a good addition to the center. <br /> <br />Mr. David McGraw, 7045 Pershing, said he also had no objection to a coffee house at the center. He <br />felt such a business would not attract the same element as the restaurant/bars did. <br /> <br />Ms. Donna Harper, 7044 Lindell, said she would be delighted to have a coffee shop in this shopping <br />center rather than having to go to Clayton or elsewhere for her coffee. <br /> <br />Mr. Lieberman asked if Mr. Schoomer and Mr. Wagner would consider parking to be a minor problem <br />if Pershing residents were asked to give their opinions on this coffee house. Mr. Wagner said he would <br />be interested in heating their comments. Mr. Lieberman said it seemed to him that a coffee house would <br />be a low impact use. <br /> <br />Mr. Lieberman moved to table. Mrs. Thompson seconded the motion, which carried unanimously. <br /> <br />Mr. Lieberman asked the City Manager to invite residents on Pershing to attend the next meeting so their <br />views may be heard on this matter. <br /> <br />CONDITIONAL USE - 8124 DELMAR <br /> <br />The City Manager said approval for synagogue use at 8124 Delmar is recommended with the following <br />conditions: <br /> <br />1. The total number of occupants in the building shall be limited to no more than 24 persons at any <br /> time. The applicant agrees to allow city personnel access to the building at all reasonable hours in <br /> order to monitor the number of occupants present. <br />2. No outdoor functions or activities shall be permitted, except a sukkah shall be permitted to be erect- <br /> ed for the Sukkot festival if located on the west ten feet of the rear parking area provided the area <br /> is reserved for such use and the rear parking stalls are located ten feet from the east property line. <br /> <br />Mr. Schoomer moved approval with conditions. Mrs. Thompson seconded, and all voted Aye. <br /> <br /> <br />
