He noted that past problems with restaurants at this site have been solved, and he would not want a new one to open. Ms. Billie Morgan, 817 Yale, works in this shopping center and said employees do not park on the lot. She suggested most customers of the coffee house will be on foot, and that this business will fit in very well. She noted the site has been empty for some time, and it would be better to have a business there than for it to be vacant. Mr. David Olander, 7114 Kingsbury, said his family uses this shopping center, and the parking lot was rarely full. As a nearby resident, he felt a coffee house would be a good addition to the center. Mr. David McGraw, 7045 Pershing, said he also had no objection to a coffee house at the center. He felt such a business would not attract the same element as the restaurant/bars did. Ms. Donna Harper, 7044 Lindell, said she would be delighted to have a coffee shop in this shopping center rather than having to go to Clayton or elsewhere for her coffee. Mr. Lieberman asked if Mr. Schoomer and Mr. Wagner would consider parking to be a minor problem if Pershing residents were asked to give their opinions on this coffee house. Mr. Wagner said he would be interested in heating their comments. Mr. Lieberman said it seemed to him that a coffee house would be a low impact use. Mr. Lieberman moved to table. Mrs. Thompson seconded the motion, which carried unanimously. Mr. Lieberman asked the City Manager to invite residents on Pershing to attend the next meeting so their views may be heard on this matter. CONDITIONAL USE - 8124 DELMAR The City Manager said approval for synagogue use at 8124 Delmar is recommended with the following conditions: 1. The total number of occupants in the building shall be limited to no more than 24 persons at any time. The applicant agrees to allow city personnel access to the building at all reasonable hours in order to monitor the number of occupants present. 2. No outdoor functions or activities shall be permitted, except a sukkah shall be permitted to be erect- ed for the Sukkot festival if located on the west ten feet of the rear parking area provided the area is reserved for such use and the rear parking stalls are located ten feet from the east property line. Mr. Schoomer moved approval with conditions. Mrs. Thompson seconded, and all voted Aye.
