Ms. Ricci reminded Ms. Eastman and Council that such a plan for using performance
measures was brought up more than a year ago with the City of Raymore as an example.
She was glad to now see steps in that direction. Ms. Ricci stated that she was not sure if
comparing to other cities is the best measures. Ms. Ricci thought the City needed to be on
the same page first and Ms. Petree stated that we needed the data first.

Mr. Wagner agreed stating that each city is unique in itself and is hard to compare to
others.

Mr. Crow asked about the length of time other communities were into performance
management. Ms. Eastman said that Maplewood has been doing it for a year, Clayton just
started, Richmond Heights has not progressed with it, and Collinsville for about two years
with full implementation from the beginning.

Ms. Eastman stated that it would pay for itself by ways found to be more efficient.

Mr. Price stated he was against it until he heard more at budget sessions.

Ms. Ricci asked to talk about the upcoming meeting agenda. She asked that the budget
transfer be removed from the agenda.

The meeting was adjourned at 6:25 p.m.

Submitted by
Joyce Pumm, City Clerk
