<br /> <br /> <br /> <br /> <br /> <br /> 3) sell each parcel of land to five qualified buyers for $1.00 and other <br /> consideration to be set out in sale agreements between the City and said buyers; <br /> and <br /> <br /> 4) abate the property taxes on these properties for a term of 8 years; and <br /> <br /> 5) insure the success in the development of the first five homes, by utilizing <br /> funds, not to exceed $15,000, for the development of a website and marketing <br /> materials to attract buyers for the five homes to be built; <br /> <br /> 6) conduct community outreach to inform the neighborhood of the goals of the <br /> project and to get their input into all aspects of the project; and <br /> <br /> 7) explore and develop a plan to finance and provide clean, on-site energy to <br /> every home on the Test Block and possibly the entire neighborhood, and <br /> <br /> 8) explore and develop a plan to finance and provide the control of storm water <br /> runoff on the north side of Bartmer and the south side of Crest through possible <br /> use of pervious surfacing of the alley between 66th Ave. and Kingsland and the <br /> possible planting of the area between the sidewalk and the street with rain <br /> garden materials and plants; and <br /> <br /> 9) work with AmerenUE, MSD, Laclede Gas, Great Rivers Greenway, Trail Net, <br /> Washington University and any other organization necessary to insure the <br /> project's success; and <br /> <br /> 10) work with St. Louis Community Action Agency (CAA) to provide <br /> weatherization of every income eligible home on the Test Block to lower the <br /> operating costs of the existing homes by making them energy efficient and to use <br /> this project as an example to other U City residents to weatherize their homes; <br /> and <br /> <br /> 11) provide green job training and opportunities to residents through CAA and <br /> BOA Construction in implementing this project. <br /> <br /> Adopted this 12th day of October, 2009. <br /> <br /> <br /> sep ams <br /> May <br /> Attest: <br /> <br /> <br /> i <br /> J e P m, City Clerk <br />
