Session 1677, Minutes
September 9, 1996

Page 5

with the corporate greed of large scale developers. He said the project should confine itself to the
boundaries in the drawings that were shown at the Plan Commission meeting, and they were unalterably
opposed to any further rezoning south of Vernon. He asked the City to be sure there was buffering
along Vernon, i.e., walls, landscaping, etc. He said the group would not permit the streets in their pri-
vate subdivision to be used as access to this development. He hopes the City will listen to the residents
and work with them for the betterment of the City.

Ms. Kristy Weber, 1066 Colby, said her neighborhood was concerned about possible traffic problems
when this shopping complex opens. She feared the residential streets of Roth Grove might be used as
a short cut to Pennsylvania, which would affect their property values.

Ms. Diana Nichols, 6975 Dartmouth, said she opposes the rezoning of 1000 Pennsylvania. She and her
neighbors are concemed about truck traffic going through their neighborhood, which would disturb the
residents. She felt commercial ventures should be placed in areas that are already commercial.

Ms. Meg B. Wynkoop, 6767 Chamberlain, asked about tax incentives for this development. She also
felt that in addition to the two supermarkets that may be affected by this project, Walgreen's would lose
business. She was very concerned the City would give away too much to get this project.

Ms. Wilma Kennell, 1332 Purdue, did not feel that Schnuck's should get a TIF, since that will cheat the
schools.

Ms. Ann Heyse, 7020 Comell, said she was very concerned about the increase in traffic on Pennsylvania
that will result from the opening of this shopping center. She said there were many neighborhood
children who must cross this street to get to school and they will be put in danger.

Mr. Larry Slater, 7543 Drexel, wondered if the other grocery stores in University City were given an
opportunity to make a better offer for the subject property.

Ms. Lois Spritzer, 7010A Dartmouth, said while the Pennsylvania bridge has been closed, the traffic was
reduced, and the area much safer. She opposed the rezoning because she felt it will affect her neighbor-
hood negatively. She asked the Council to share with residents the proposed traffic plan for the area,
and the kind of buffering planned.

Mr. William Anderson, 7045 Stanford, said he was opposed to the Schnuck's plan because of his
concern about the opening of the Pennsylvania bridge and possible loss of privacy in this area. He felt
there would be more litter and undesirable people coming into the neighborhood.

Mr. Fred Miller, Jr., 7020 Tulane, was concerned about losing the two supermarkets in University City
ifa Schnuck's Market is built. He suggested that councilmembers would not like it ifa large construc-
tion project located next to their homes, and he would only favor this project if Schnuck's could demon-
strate it will not hurt his neighborhood.
