Session 1677, Minutes <br />September 9, 1996 <br /> <br />Page 6 <br /> <br />Mr. Stanley Harris, 640 Vassar, recounted how bad the traffic was before Vassar/Pennsylvania was <br />closed. He was concerned about residential streets being used by trucks going to the Schnuck's center. <br />He also asked the Council to be sure residents know in advance what will happen there. <br /> <br />Mr. Meyer Chapnik, 6853 Olive, said this project will be the greatest thing that could happen to Olive, <br />and it will also help the small businesses in the area. <br /> <br />Mayor Adams closed the public hearing at 8:06 p.m. <br /> <br />Mr. Schoomer asked the City Manager to schedule a meeting early in October at the Community Center <br />for the residents of University Park, Roth Grove, University Heights No. 1, and the homes on Vernon <br />east of the proposed development to enable Schnuck's to present their plan in greater detail. He added <br />he did not believe that Pennsylvania would have to be opened if the trustees did not agree that should <br />be done, since University Park is a private subdivision. He believed Schnuck's desired access only from <br />Olive and the west side of the complex and that setbacks were more than adequate on all sides to protect <br />the integrity of the adjoining residential areas. The use of the TIF in this case was certainly warranted, <br />as those funds will be used for site improvement only. He said more than enough tax monies will be <br />generated to offset any losses in a very short time, and in just a few years, the School District will profit <br />handsomely. It's a win-win situation. <br /> <br />Mrs. Thompson said Olive certainly needs a face lift, but not at the expense of the residents. She also <br />expressed concem about the supermarkets already in operation. She said residents should be informed. <br /> <br />Mayor Adams said a new TIF Commission had to be formed because of changes in state laws which <br />require several members from other taxing districts, including the School District. He asked the City <br />Manager to direct the Traffic Commission to look at current traffic patterns in that area so there will be <br />a benchmark that later patterns may be compared with. Also, keeping subdivision streets open or closed <br />is totally up to subdivision trustees. <br /> <br />Mr. Lieberman asked the City Manager to request that the developers share with the City the results of <br />the traffic study they made. <br /> <br />SETTING PUBLIC HEARING - REZONING 514-518 NORTH AND SOUTH <br /> <br />The City Manager recommended setting 7:30 p.m. September 30 as the time for a public hearing on the <br />proposed rezoning of 514-518 North and South from 'SR" Single Family Residential to "PD" Planned <br />Development. The developer owns 500-518; 500-512 is already zoned "PD". After rezoning, a com- <br />bined site plan will be submitted, and if it is ready, will be considered at the September 30 meeting. He <br />noted that the proposed development is in accordance with the goals of the Comprehensive Plan <br /> <br />Mr. Schoomer moved that a public hearing be set as noted above. Mr. Wagner seconded the motion, <br />which carded unanimously. <br /> <br /> <br />
