Session 1677, Minutes <br />September 9, 1996 <br /> <br />Page 7 <br /> <br />RESUBDIVISION - 7417 DELMAR <br /> <br />The City Manager concurred with the Plan Commission's unanimous vote to approve the final plat of <br />resubdivision for this property into the Delson Condominiums. This conversion was approved by Coun- <br />cil several years ago but since it was never finalized, it expired and new action is needed. The applica- <br />tion meets all ordinance requirements. <br /> <br />Mr. Munkel moved approval and Mr. Schoomer seconded. Mr. Lieberman asked if any construction <br />was involved. Mr. Ollendorffsaid there was very little, and no expansion on the exterior. All voted Aye. <br /> <br />SITE PLAN - 7245 DELMAR <br /> <br />The City Manager recommended approval of a site plan for leased office use in Suite 202, 7245 Delmar, <br />for the tax exempt ShatterMask Theater. All ordinance requirements have been met and there will be <br />no negative effect on City revenue. <br /> <br />Mr. Wagner moved approval, Mr. Schoomer seconded the motion, and all voted Aye. <br /> <br />SITE PLAN - 7878 TRENTON, SECOND FLOOR ADDITION <br /> <br />The City Manager said the application for a second floor addition at this home is not recommended for <br />approval as it would exceed the Comprehensive Plan development pattern for this block in that no house <br />currently has more than one story, and none have the increased occupancy limit that would occur if this <br />addition is constructed. A redeeming factor is that the addition is placed to the rear of the house so it <br />is somewhat less visible from the street. The proposed addition does not meet the height and mass stan- <br />dard for this neighborhood of small lots and houses, nor does any City plan contemplate such increased <br />density in this area. <br /> <br />Ms. Jeraldine Collins, 7878 Trenton, said she and her husband would like to add a second story to their <br />home to gain added space and privacy. As 23 year residents, they would prefer to stay where they are <br />rather than look elsewhere for a larger home. <br /> <br />Mr. Lieberman said he did not understand why the City is opposed to this addition, noting that similar <br />construction in nearby neighborhoods has not harmed those areas, and in fact made them more attractive <br />and stable in that residents can stay in neighborhoods where they have lived a long time. Also, this type <br />of addition takes no additional yard space, and he hopes others on Trenton will follow suit. <br /> <br />Mr. Wagner agreed and commended Mr. and Mrs. Collins for their initiative. <br /> <br />Mrs. Thompson also agreed, noting that she too put an addition on her house some years ago. <br /> <br />Mr. Schoomer said the State of Missouri has given cities the authority to regulate only height, mass, and <br /> <br /> <br />
