He said <br />it doesn't mean it is a bad addition nor does it set a precedent. He moved approval. Mrs. Thompson <br />seconded the motion, which carded unanimously. <br /> <br />CHANGE IN COUNCIL MEETING DATE (DECEMBER) <br /> <br />The City Manager said the regular Council meeting scheduled for December 9, 1996, occurs during the <br />annual meeting of the National League of Cities which several councilmembers will be attending. He <br />suggested meeting on December 16 instead. <br /> <br />Mr. Lieberman moved approval, Mr. Munkel seconded, and all voted Aye. <br /> <br />SITE PLAN- 6691 DELMAR, RESTAURANT/NIGHTCLUB <br /> <br />Mr. Schoomer lett the Council Chamber. <br /> <br />The City Manager recommended approval of the site plan for the new Cicero's Restaurant and Nightclub <br />at 6691 Delmar, with the following conditions: <br /> <br />1. No off-street parking shall be required other than the parking available in public parking lots per <br /> Section 34-50.2d. <br />2. Signs shall conform in all respects with the provisions of the University City Sign Code. <br />3. A plan for deliveries and refuse storage shall be submitted to the Planning Director for his review <br /> and approval. <br />4. At no time shall carry-out food service become a significant portion of the business. If the owner <br /> or operator of the restaurant desires to operate a carry-out restaurant or otherwise provide carry- <br /> out food service as a significant portion of the business, an application for a Conditional Use Permit <br /> must be submitted as required by Section 34-65 of the University City Zoning Code and receive <br /> the express approval of the City Plan Commission and City Council. <br />5. Any enlargement or alteration in the use of the structure as a restaurant or the site for restaurant <br /> use must be approved by the City Council under a Site Plan Review Amendment before a building <br /> permit may be issued for such enlargement or alteration. <br />6. An exhaust system shall be installed and/or other means shall be taken to prevent any food prepara- <br /> tion odors or cooking odors from being readily perceptible beyond the lot lines of the property on <br /> which the restaurant is located. <br />7. A plan for outdoor dining shall be submitted to the City Manager for his approval and all outdoor <br /> uses shall comply with the approved plan. <br /> <br />Mr. Ollendorff said this will be a fine and welcome addition to the west end of the Loop. <br /> <br />Mr. Wagner moved approval with conditions, and Mr. Munkel seconded the motion. <br /> <br /> <br />
