Session 1677, Minutes <br />September 9, 1996 <br /> <br />Page 9 <br /> <br />Mr. Shawn Jacobs, owner of Cicero's, came forward. In response to Mr. Lieberman, Mr. Jacobs said <br />the basement would not be used except for restrooms, although the handicapped restroom will be on the <br />main floor. Also, the new site is about twice as big as the current Cicero's. <br /> <br />All voted Aye. Mr. Jacobs noted that Cicero's has been in University City for 19 years. <br /> <br />Mr. Schoomer returned to the Council Chamber. <br /> <br />PERSONNEL REPORT <br /> <br />The Personnel report for the week ending August 31, 1996, was received and ordered filed. <br /> <br />CITIZEN COMMENTS <br /> <br />Mr. A1 Stone, 1282 George, said he would like to have Section 23-58 of the Municipal Code reworded. <br />He said his burglar alarm is very sensitive and he was fined for false alarms even though the alarm rings <br />for less than a minute before going to the communications program that contacts the Police Department. <br />He said Section 23-58 is intended to abate noise, and the responsibility of the Police Department is to <br />check on burglary, not monitor false alarms. Mr. Wagner said Mr. Stone is correct in that this measure <br />was intended to stop longlasting alarms or those that come on intermittently for no apparent reason. Mr. <br />Stone felt he was being unduly penalized for trying to protect his home, and it was unfair that he received <br />a bill because the police responded to his alarm. Mr. Wagner said the City would take a look at the <br />wording. Mr. Schoomer said perhaps someone from the police security inspection service could look <br />at Mr. Stone's equipment to see if changes or adjustments could be made to alleviate his problem. <br /> <br />Mr. Larry Slater, 7543 Drexel, said he was fined $10 for displaying a "For Sale" sign on his car, and he <br />suggested it was time to change this law and allow such signs. If the City felt it was necessary, it could <br />require that a permit be purchased to display such signs. <br /> <br />Ms. Elsie Glickert, 6712 Etzel, said University City has a law whose intent is to prevent liquor stores <br />from being opened unless liquor sales are a small part of a store selling food or drugs. She said there <br />is a liquor store on Vernon that was formerly part of the grocery store next door, but is now independent <br />of it. She said it was time to review and amend this ordinance so that no liquor stores operate here. <br /> <br />Ms. Regina E. Cox, 1535 Jackson, said there was a wall of vines on the Union Electric, Bell Telephone, <br />and Continental Cablevision wires north of her home. She was concerned that when it gets cold, the <br />vines could freeze and break the wires, causing loss of electric, telephone and cable service in her area. <br />Mayor Adams asked the City Manager to look into this situation to see if something can be done. <br /> <br />BILL FOR SECOND AND THIRD READINGS <br /> <br />BILL NO. 8288 - AMENDING CHAPTER 21 MUNICIPAL CODE RELATING TO MOTOR VIEHI- <br /> <br /> <br />
