to begin in June 2010. The award will be presented at East-West Gateway’s 44th
Annual Meeting and Awards Ceremony at the Millennium Hotel in downtown St. Louis
on November 13, 2009. The City normally issues tax-free municipal bonds which,
typically carry a lower interest rate and provides the City the ability to issue debt with
low borrowing costs. Municipal Bonds are worthwhile to own because the interest is
tax- free. The Build America Bonds are taxable but the federal government subsidizes
the interest payment the City pays to bondholders, which may allow for lower borrowing
costs for the City, but also generates more interest income to the bondholder. These
bonds can be used for any governmental purpose such as construction or equipment,
but not for refinancing, and the funding for the bonds is available through 2010. If the
City has bonds to finance, requests for proposals would be received from firms bidding
to sell the bonds and the City would choose the most cost effective issuance type (tax-
free or Build America bonds) to provide marketable bonds at the lowest borrowing cost
for the City. Further information on these bonds is attached or can be found at
http://www.irs.gov/newsroom/article/0,,id=206037,00.html.
There will be a joint meeting with the Parkview Gardens Park Advisory Committee, the
Park Commission, and the public on Tuesday, November 24 to review H3 Studio’s
Parkview Gardens Park Plan.
recommendations for the At the January 26 Park
Commission meeting they will review the plans and formulate a recommendation for
City Council’s consideration.
