<br /> <br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />August 31, 2009 <br /> <br /> <br />At the Regular Session of the City Council of University City held in the Chambers of the <br />City Hall, on Monday, August 31, 2009, Mayor Joseph Adams called the meeting to <br />order at 6:30 p.m. In addition to Mayor Adams, the following members of the Council <br />were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Robert Wagner <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance were City Manager Julie Feier and City Attorney John Mulligan. <br /> <br />C. PROCLAMATION <br /> <br />D. APPROVAL OF MINUTES <br />1. July 20, 2009, Study Session minutes were moved for approval by Mr. Sharpe, <br />and were approved unanimously. <br />2. July 20, 2009, Regular Session minutes as amended were moved for approval <br />by Mr. Wagner and were approved unanimously. Ms. Ricci’s comments to the <br />minutes are attached at the end. <br /> <br />E. APPOINTMENTS <br />Nova Felton from the Plan Commission was appointed to the U City/Olivette joint <br />redevelopment of Olive and I 170 Commission by Mr. Crow, seconded by Mr. <br />Sharpe and was approved unanimously. <br /> <br />Ms. Ricci asked that appointments being made, be placed on the agenda. <br /> <br />Mr. Crow nominated Gerry Greiman as president of the Civil Service Board <br /> <br />Ms. Ricci called for a Point of Order. She stated she had pressed her button to <br />speak and was not called upon. Mayor Adams stated that it did not light up on his <br />control panel. She stated that a study session was needed on the microphone <br />operation in order to fairly communicate to the citizens. Ms. Ricci stated her Point of <br />Order was Mayor Adams calling the vote and without hearing the vote, deemed it <br />approved. Ms. Ricci felt that the appointment of a Chair was rushed through as she <br />also had a member she would like to appoint but was not called upon. She thought <br />it was a bit hasty without having a discussion among the Council. She moved that <br />all Council put forth possible nominations for the Civil Service Chair and was <br />seconded by Mr. Glickert. She asked Mayor Adams who responded to the call for a <br />vote on the motion as there were only two people who responded. <br /> <br />Mr. Crow stated that he had made a motion on Ms. Felton but somewhere in <br />between Mr. Glickert made a motion before his motion for Mr. Greiman to be the <br /> <br />
