<br />certain areas. He said there must be a 100 parking spots and does not feel <br />that residents need all of them. Mr. McCarthy asked the Traffic Commission <br />to stop putting up stop signs. He first had two stop signs to get to work, now <br />he has four. Mr. McCarthy said that the Centennial Commons has a deficit of <br />$500,000 that would not equate to the $1.61 per kid mentioned by Mr. Price. <br />He said if you look at the children and him that go there, we are all being <br />supplemented and he feels this is wrong. <br /> <br />William Field, 7152 Kingsbury <br />Mr. Field stated he takes issue with a Councilmember stating the City <br />Government can not be run like a business. He stated the term non-profit is <br />simply a tax status. University City provides certain defined services for tax <br />money. He stated that this has lead to the present budget deficit. What is <br />needed is information that provides a clear picture of what is happening. The <br />Fleet Operation study showed the lack of a good management information <br />system was the cause of much of its problems. This deficiency is not limited <br />to one department but is endemic with all the departments: policy making, <br />defining and monitoring city functions. Mr. Field stated there is no attempt <br />made to match revenue with expenses. <br /> <br />Lawrence Taylor, 7472 Stanford Ave. <br />Mr. Taylor stated as a point of information on the LEED housing proposed by <br />the City that there are new rules in place and if there is not monitoring and <br />reporting of the approved efficiencies, Federal dollars may not be made <br />available. Mr. Lawrence agreed that the Council should have a toutoring <br />meeting on how a proper meeting is run, according to Robert’s Rules of Order <br />which increases tension, and decreases productivity. <br /> <br />Ted Luby, 8032 Teasdale <br />Mr. Luby submitted questions for the City Attorney to the City Clerk and asked <br />for answers. He read a couple of his questions that are attached at the end. <br />The first was if there was a legal opinion to review the request and why was it <br />not made available to the public, what was the scope of the opinion, how <br />much money was paid for the opinion, what was the opinion, why was the <br />opinion not published, names of all attorneys who provided advice to the <br />Council in respect to the AT&T settlement. <br /> <br /> <br />M. COUNCIL COMMENTS <br />Mr. Price asked the City Manager for a status report of the flood victims on Wilson, <br />as the last one he received was August 12, 2009. City Manager Ms. Feier said the <br />packet went out a couple of weeks ago and the grant was approved. It is on the <br />FEMA level who should have a response back in about a month of the different <br />phases which could take to the end of the year. She stated that she is waiting for <br />the Corp of Engineers to come back on properties outside of Wilson, which she <br />stated will be a year to one and half years. Mr. Price asked everyone to continue to <br />e-mail Congressman Clay. Mr. Price also asked the City Manager to develop some <br />kind of an emergency evacuation plan and present it in a workshop. Mr. Price asked <br />the following to be recorded, “he is not a career politician. You do your time and do <br />the best you can do. You do the right thing and then you got to turn it over to some <br />young folk.” <br /> <br />
