The City Manager said that the <br />Gatesworth addition moved forward and hoped that it is successful as it is one of <br />the City’s largest tax payers and the Council previously made the decision to <br />work with them. <br /> <br />Roll Call Vote was: <br />AYES: Mr. Crow, Mr. Sharpe, Mr. Price, Ms. Ricci, Mr. Wagner, and Mayor <br />Adams. <br />NAYS: none <br />Bill 9047 became Ordinance 6792 <br /> <br />EMERGENCY BILLS <br />Mr. Sharpe introduced <br />BILL 9048 <br /> - an ordinance to establish a procedure to disclose potential conflicts <br />of interest and substantial interests for certain municipal officials, containing an <br />Emergency Clause <br /> <br />Ms. Ricci asked the Mayor if he was asking for a vote today on it. Mayor Adams <br />stated that with an emergency clause it would be voted on. Ms. Ricci stated she <br />could not support it. <br /> <br />Mayor Adams asked for a motion to strip the Emergency Clause and asked the <br />City Manager if that would put the Council in violation of the State Law. Ms. <br />Feier stated that the ordinance had to be filed by September 15 and if not each <br />member of the Council would have to fill out a personal financial disclosure form. <br /> <br />Mr. Crow stated he was trying to figure out why it was coming to Council with an <br />Emergency Clause. He asked if the notice came out late, as it is an odd one to <br />have an emergency clause on it. It seemed like it should be more of a matter of <br />fact and where should the matter of responsibility fall upon. The City Manager <br />stated she did not receive the notice until August 12 from the State. She stated <br />that this was the first Council meeting since she received the notice <br /> <br />Mayor Adams asked for a motion to remove the Emergency Clause. <br /> <br />Mr. Price asked if this was standard through the state and Mayor Adams stated it <br />was. He asked Ms. Ricci what she was questioning. Mr. Price asked if other <br />cities were passing the same ordinance or have they modified it? Ms. Feier <br />stated that other language could be added but did not know what other cities <br />have done. <br /> <br />Mayor said the Council needed to set up a Special meeting before September 15 <br />to have a second and third reading. <br /> <br />Mr. Sharpe asked Ms. Ricci to reconsider in order to avoid extra meetings or <br />work. <br /> <br />Ms. Ricci stated that we have had an issue with conflicts in the past two years as <br />the Mayor voting for the City to award money from the cell phone litigation to the <br />St. Louis County Municipal League, when he was a Board member of the <br /> <br />
