She was concerned about density, addi- <br />tional traffic, and smoke from the fireplaces if the apartments have them. <br /> <br />Mr. Mike Hill, 507 N. Central, said the proposed project would be 20 feet from his backyard. He was <br />concerned about the height of the buildings, and said many other cities prohibited structures above 40 <br />feet fi'om being built in residential neighborhoods. He realized this property would be developed, how- <br />ever, he suggested perhaps a compromise could be reached. <br /> <br />Ms. Susan Traylor Bittick, 515 North and South, said there has not been an opportunity to meet with <br />Mr. Londe because he has been out of town. She did speak with architect Louis Sauer, who asked that <br />the project be tabled rather than rejected, since he felt the developer should be present for this decision. <br />Ms. Bittick felt Mr. Londe will be willing to meet with the neighbors rather than risk letting his project <br />die. She also felt that Council should not approve this project until the zoning on the second parcel is <br />changed so all can see what the density will be for both parts of the property. She said she was not op- <br />posed to redeveloping North and South in this area, but it must be done correctly. She noted that the <br />Plan Commission was in the process of reviewing new standards. <br /> <br />Mr. Bruce Rennekamp, 527 N. Central, said he thought Mr. Londe had been discouraged 10 years ago <br />from developing this property because of strong objections from the neighborhood. He noted there were <br />at least 14 children in this area and it was not an appropriate place to build two 16-apartment buildings. <br /> <br />Mr. Ray Gruender, 528 North and South, suggested that a decision be delayed. He noted that a number <br />of variances had been given which were not in keeping with the spirit of the Zoning Code. He said the <br />project was too high and too dense, and he felt a traffic study should be done. <br /> <br />Mrs. Thompson said the speakers have made many good points, and she moved to reject this project. <br />Mr. Ware seconded. After brief discussion, Mr. Schoomer moved to table. Mr. Lieberman seconded, <br />and all voted Aye except Mrs. Thompson and Mr. Ware, who voted Nay. <br /> <br />HEMAN PARK RECREATION FACILITY - FEES AND HOURS OF OPERATION <br /> <br />The City Manager said the following fees and policies for operating the Heman Park recreation facility <br />are recommended for approval: <br /> <br />Hours: <br />Monday - Friday 6:00 a.m. - 10:00 p.m. <br />Saturday 8:00 a.m. - 10:00 p.m. <br />Sunday 12 noon - 6:00 p.m. <br /> (Soccer/volleyball field rental opportunities may extend beyond 10:00 p.m.) <br />Fees: <br /> Resident: no fee for entrance <br /> $40/year for fitness room or $2.00/visit <br /> <br /> <br />
