Mr. Ollendorff said the administration would reexamine that policy.

All voted Aye.

HOME REHAB GRANT APPLICATION

The City Manager recommended that Council authorize and endorse an application to St. Louis County
for $380,000 in HOME funds to be used for rehab and construction of up to 40 single family homes in
the northeast neighborhoods of University City. This grant would be leveraged with private mortgage
commitments and administered in partnership with experienced housing not-for-profits. The northeast
area has a combination of low and moderate income owner occupants and homes that could be restored
for the benefit of occupants and the neighborhood. This application meets the strategies of the northeast
plan developed several years ago, and will help attain the objectives of the City's Comprehensive Plan.

Mr. Ware moved approval, and Mr. Munkel seconded the motion.

Mr. Lieberman noted that many of the vacant lots in this area are not large enough to be buildable; Mr.
Ollendorff agreed, adding that it may be necessary to expand further west to find buildable lots.

All voted Aye.

POLICE DEPARTMENT REPORT

The Police Department report for the month of July, 1996, was received and ordered filed.

PERSONNEL REPORT

The Personnel report for the week ending August 10, 1996, was received and ordered filed.
