LOUIS SYMPHONY COMMUNITY MUSIC SCHOOL <br /> <br />The City Manager said an application was received from the St. Louis Symphony Community School <br />for a license to sell alcoholic beverages by the drink at concerts and other events on a year-round basis. <br />The Municipal Code was recently amended to allow such sales, and the School will no longer have to <br />apply for a picnic liquor license for each event. The School has operated with the daily liquor licenses <br />for a number of years without adverse consequences. <br /> <br />Mr. Ware moved approval, Mr. Schoomer seconded, and all voted Aye. <br /> <br />PACKAGE LIQUOR LICENSE - 7575 OLIVE <br /> <br />The City Manager recommended denial of a request to sell all types of intoxicating liquor by the package <br />at retail at this store, which is not yet open. Council's past policy has discouraged additional outlets for <br />package liquor, and no applicant has been approved in recent years until the store has been in existence <br />for a lengthy period of observation; even then Council has required a site plan with conditions aimed at <br />ensuring the business does not become primarily a liquor store. He said the applicant could reapply after <br />the store has been open for some time. He added that the applicant's character and background were <br />checked and are acceptable. <br /> <br />The applicant, Mr. Song C. Yu, 6756 Dolan Place, said his store will not be a liquor store and that he <br />will sell a full line of groceries, meat, and produce. <br /> <br />Responding to Mr. Schoomer, Mr. Ollendorffthought the store had less than 14,000 square feet. He <br />noted Council previously stipulated it would not consider awarding a liquor license unless the store was <br />over 10,000 square feet. <br /> <br />Mr. Schoomer moved denial without prejudice. Mr. Ware seconded the motion, which carried unani- <br />mously. <br /> <br />CONDITIONAL USE - 602 WESTGATE <br /> <br />The City Manager concurred in the Plan Commission's unanimous recommendation to approve a condi- <br />tional use permit for a carry-out restaurant with outdoor seating provided the menu is limited to typical <br />deli items, outdoor dining limited to one row of tables, counter service only, regular litter patrol of <br />adjacent areas, and provision of adequate trash containers. Mr. Ollendorff said a related item is an <br />application to sell beer and wine at this store, which was found to be in order and may be approved. <br /> <br /> <br />
