Mr. Lieberman seconded, and all voted Aye. <br /> <br />SITE PLAN - 500-512 NORTH AND SOUTH <br /> <br />The City Manager recommended approval of the revised site plan which includes the south 150 feet of <br />the July, 1996, site plan. Development would include one four-story, 16 unit apartment buildling, an en- <br />try lobby and pool area. Approval should be with the conditions specified in the July 29, 1996, minutes. <br />This project conforms to the Comprehensive Plan and zoning requirements; the applicant intends to <br />submit a zoning/site plan application for the remainder of the property. <br /> <br />Mr. Schoomer moved to take this item offthe table. Mr. Ware seconded, and all voted Aye. <br /> <br />Mr. Steve Miller, 527 North and South, said he did not understand why variances are required in this <br />project, and why additional density was requested. He favored the development, but felt Council should <br />adhere to strict guidelines regarding normal requirements, and he asked them to consider the density is- <br />sue when the developer submits his plans for the second phase of the development. <br /> <br />Ms. Susan Waugh, 330 N. Bemiston, said although she lives two streets away, she felt she would be able <br />to see the proposed building above the tree line. She felt such a large building would make her feel <br />claustrophobic, suffocated, and wronged. <br /> <br />Ms. Cora Peterson, 531 N. Central, said Council should look at the subject property very carefully, be- <br />cause she believes the building will be too large for the land it is located on and that it will be detrimental <br />rather than an asset to the community. She was concerned about the variances to be given, and suggest- <br />ed it was an example of"incurable obsolescence." She said this proposal will turn a low-density area <br />into one of high density. She displayed a drawing which she said showed how the building will tower <br />over existing homes, and keep residents from seeing the sun. She also said the air conditioning for that <br />many apartments will be noisy. She felt the developer was derelict in not consulting the neighborhood <br />about this project, and she asked Council not to approve it. <br /> <br />Ms. Katharine Duffy, 522 North and South, said it seemed that Clayton's approval of this project carried <br />more weight than the opinion of the neighborhood. She and her husband were not totally against devel- <br />oping the area, but said this project is much larger than most of the three story condominiums that have <br />been built in Clayton. They would like the developer to work with them, and felt a compromise was in <br />order to reduce the density. <br /> <br />Mr. Phillip Lykens, 535 North and South, said owner Paul Londe has a fight to develop his property, <br />but the variances granted were excessive. He said citizens hope the Council will use its discretion to aid <br />in matters affecting people, and that the community has no need for two four-story buildings at this site, <br />or even one. He noted that the floor ratio of 1.8 is a 20% variance, and makes the project economically <br />feasible for Mr. Londe, but doesn't add to neighborhood compatibility. Other items of concern are tran- <br />sitional yards, increase in density if second phase of project is built, and lack of compatibility with other <br /> <br /> <br />
