The City Council annually sets the amount to assess adja- <br />cent properties for the original paving of the few unimproved streets and alleys in University City. For <br />1996-97, the recommendations are $18.75 per front foot for alleys and $30.87 per front foot for streets. <br />Amounts are based on recent bid prices. Paving is done only at the request of benefitting owners. <br /> <br />Peennsylvania Bridge Construction Monitoring (#3). Approval of a $7,110 contract with Shannon and <br />Wilson, Inc., for backfill testing and monitoring was recommended. This firm was previously hired to <br />do soil tests and specify excavation, backfill, and compaction. <br /> <br />Purchase of Police Car (#4). Purchase ofa 1996 Chevrolet Lumina police car from Celozzi-Ettleson, <br />Inc. Chevrolet in Elmhurst, Illinois, for $17,154.94 was recommended. Funds will come from the 1996- <br />97 budget. 1996 vehicles can no longer be ordered from the factory and no others were available, even <br />after a diligent search. The price was established through a bidding process with the State of Illinois. <br /> <br />Extension of Review Date for Cable Franchise Transfer (#5). The City is in the process of reviewing <br />the proposed transfer of the City's cable franchise from Continental Cablevision to TCI Cable Partners <br />of St. Louis (TCIP). A drafted transfer ordinance has been provided by the City's legal counsel to Con- <br />tinental and TCIP. Under federal law, the review period for transfer of the franchise is 120 days, which <br />ends August 4th. Continental and TCIP requested an extension of the review period to August 21, <br />1996, and approval is recommended. <br /> <br />Roof Repairs - Heman Park Recreation Facility (#6). Bids for installing steel to the new roof at the <br />Heman park recreation facility were received as follows: <br /> <br />Fas-Trak Erectors, Inc. $ 9,960 <br />Vince Kelly Construction & Remodeling, Inc. $11,047 <br /> <br />Acceptance of the low bid of $9,960 from Fas-Trak Erectors, Inc. was recommended. <br /> <br />Breathing Life Paks (#7). A bid of $25,128.20, including trade-in of two Life Pak 5s, was received for <br />two Breathing Life Paks II from Physio Control, the sole vendor for this product. Budget allocation was <br />$28,000. Approval was recommended. <br /> <br />Brush Chipper Machine (#8). Bids on a brush chipper machine were received as follows: <br /> <br />Vermeer Sales & Service <br />E-Z Beever Sales Company <br /> <br />$21,950 <br />$18,290 <br /> <br />The low bid did not meet specifications, therefore, the recommendation is to purchase this equipment <br />from Vermeer Sales & Service for $21,950. <br /> <br />Mr. Schoomer moved approval of the Consent Calendar.
