Session 1673, Minutes <br />July 29, 1996 <br /> <br />Page 4 <br /> <br />DEVELOPMENT OF JANET MAJERUS PARK <br /> <br />The City Manager said bids were received for the next phase of construction in Janet Majerus Park. The <br />April, 1994 bond issue provided $160,000 for purchase and development, which included $90,000 for <br />developing a pond, pond overlook, walking trail, and park benches. Bids for this phase were as follows: <br /> <br />Gateway Contractors <br />A.F.O., Inc. <br />Gershenson Company <br />Schuster Engineering, Inc. <br />L. Krupp Construction <br /> <br />$ 83,300 <br />$ 94,891 <br />$109,590 <br />$113,330 <br />$146,268 <br /> <br />Acceptance of Gateway Contractors' low bid of $83,300 was recommended. <br /> <br />Mr. Wagner moved approval, and Mr. Ware seconded. All voted Aye. <br /> <br />RECODIFICATION OF MUNICIPAL CODE <br /> <br />The City Manager said requests for proposals were sent to municipal code publishers who were felt to <br />be competent to revise and recodify the University City Municipal Code so it will be easy to read and <br />update, with the additional capability of utilizing diskettes and CD-ROM computer media to further en- <br />hance and expedite the reference and research process. The last recodification was in 1963. The lowest <br />bid with CD-ROM best meeting the City's specifications was submitted by Book Publishing Corporation <br />at a cost of $11,670. Sullivan Publishing submitted a price of $11,400, but could not provide the CD- <br />ROM option the City wanted. Municipal Code Corporation submitted a bid of $14,124.96. Acceptance <br />of Book Publishing's bid of $11,670 was recommended. <br /> <br />Mr. Schoomer moved approval. Mr. Munkel seconded the motion, which carried unanimously. <br /> <br />TRAFFIC CONTROL - LYNN/JACKSON <br /> <br />The City Manager said the Traffic Commission reviewed and recommended a favorable consideration <br />of the request of residents in the Lynn/Jackson neighborhood for stop signs to replace the yield signs at <br />this intersection. Mr. OllendonTdecided against a trial basis stop sign since it could lead to a hazardous <br />situation creating injury to motorists or pedestrians. He said traffic volume and speeds are so low that <br />stop signs would be ignored. He noted that Council may not agree with his decision or may wish to <br />interview residents before deciding, or perhaps go ahead and approve the stop signs. <br /> <br />In response to Mr. Schoomer, Mr. Ollendorff said both the Police Department and traffic engineering <br />staff feel that yield signs at this intersection are the best traffic control. <br /> <br />Mr. Munkel asked how this request arose. Mr. Ollendorff said a citizen who was hit at the intersection <br /> <br /> <br />
