Session 1673, Minutes
July 29, 1996

Page 5

felt she would not have been hit if there was a stop sign. Mr. Ollendorffsuggested that the yield sign
made the driver guilty; but that would not be the case if there had been a stop sign and the driver stopped
even though later hitting the woman.

Mr. Lieherman said this neighborhood feels that stop signs on Lynn at Jackson would be more effective
than the yield signs are in making drivers cautious about entering Jackson. He pointed out the Traffic
Commission seemed to agree with this view, and suggested perhaps a 90 day trial should be undertaken.

Mrs. Thompson moved that a bill be prepared to replace the yield signs at this location with stop signs.
Mr. Lieberman seconded the motion. Mr. Schoomer asked that someone from this neighborhood come
to the Council meeting when this is introduced to present their rationale for the request. All voted Aye.

LIQUOR LICENSE - RESTAURANT, 8600 DELMAR

The City Manager said an application to transfer the liquor license for the restaurant at this location to
the new management was reviewed and found to be in order. Council may approve since all ordinance
requirements have been met and this is a continuation of the restaurant and license that have existed for
many years with no police problems. Although not connected with the liquor license, he mentioned that
in the past the exhaust system has not been maintained properly, and this might be a good occasion to
advise the management the City expects a cleaner operation.

Mr. Schoomer moved approval, and Mr. Ware seconded the motion.

Responding to Mr. Lieberman, Mr. Ollendorff said there have been no problems attributed to the new
management, which has been operating at a different location.

All voted Aye.

LIQUOR LICENSE - 602 WESTGATE

The City Manager said a license to sell beer and wine by the package and by the drink at Saleem's
Market (across from Saleem's Restaurant) was reviewed and found to be in order. As the operator has
had a good record at Saleem's Restaurant for many years, Council may wish to approve.

Mr. Schoomer moved approval and Mr. Munkel seconded.

Mr. Schoomer, noting the smallness of the site, said it sets a precedent which Council has tried to avoid--
liquor and food sales in a tiny location. He understood it was an adjunct to the restaurant, which has
been a valuable asset to the City, but he felt ambivalent about approval.

Responding to Mr. Lieberman, Mr. Ollendorff said the liquor sales would be carry-out or individual
