Regular meeting
August 29, 2005

The vote was unanimous to accept the low bid.

Mr. Ollendorff noted that acceptance would be pending on staff checking qualifications,
specifications and Arts and Letter Commission having approval.

AGENDA ITEM #2 – Site Plan 7733 Olive,

This Item was tabled at last Regular Session. At that time, it was requested that owner
or owner’s representative be at next meeting with explanation as to what they would
specifically do to contain odors and other nuisances. Mr. Ollendorff said that by
accepting the plan now, University City would be able to enforce the rules that are
presently not written into their site plan agreement.

Ms. Colquitt said that she had asked specifically that the representative be present so
the Council might ask questions. She also requested to see the original Site Plan to
see what conditions were included with it. Ms. Colquitt had also asked if the complaint of the smell be taken care of
prior to the next meeting. The article in the paper stated that I didn’t want them in this
community because of their ethnicity, which was not correct. This is not what I said and
if you are going to quote what I said, make sure you quote it exactly.

Mr. Wagner was disappointed that owner or representative was not present. Mr.
Wagner moved to table it and was seconded by Ms. Colquitt.

Motion to table is not debatable. The motion carried with a 6 to 1 vote. Nay vote was
from Ms. Welsch.

AGENDA #3 – Public Hearing on Tax Rates

Mr. Ollendorff said that tax rates have been reduced due to the large increase in the
assessed values of housing in University City.

Mayor Adams declared the Public Hearing Open

Page 4
