Regular meeting
August 29, 2005

The motion carried unanimously.

AGENDA #5 – Public Hearing for Single-Family Zoning Text Amendment, Minimum Lot
Size

Mr. Wagner, Public Commission liaison, requested a Public Hearing on the proposal of
a Bill for next Council Meeting. Sense of the bill was an addition to the zoning text was
an indication minimum lot size and lot width would be greater that the minimum
specified in the Ordinance if the prevailing pattern in the neighborhood of street frontage
is greater than the minimum in the zoning ordinance. The date of this Public Hearing
would be September 19 at 6:30 p.m. If the street has large lots, a new lot would have to
meet that larger lot requirement.

Mr. Wagner moved to set Public Hearing date of September 19, 6:30 p.m. It was
seconded by Ms. Brot.

Mr. Wagner said that the wording would correct the vagueness of what was meant by
neighborhood. It would make sure new development complies with & in coordination
with the neighborhood that is really the neighborhood. I have copies of the text which I
have already given to City Manager, and copy for City Clerk.

Ms. Brot was in favor of the Public Hearing. She wanted the floor to know that as the
result of the many discussions, they came up with two approaches. The Public Hearing
is for a temporary change until the other approach can be worked out. The other
approach, with different size districts, will take several months to draw up. The Public
Hearing will be on the temporary fix approach until the other approach can be finalized.

Mr. Wagner requested that City Manager to start working on getting the language
together for both approaches, while waiting on the Public Hearing. Mr. Wagner would
like Mr. Ollendorff to prepare both Ordinances, including the task of making the new
zoning map with the multi-layers of lot sizes.

Mr. Sharpe asked if Mr. Wagner wanted Emergency Clause added. Mr. Wagner agreed
that it should have an emergency clause because this discussion started one year ago.
The original text has cost the Council many additional meetings dealing with problems
arising from undefined text.

The motion carried unanimously.

AGENDA # 6 – Cingular Cell Tower Lease

Request authorization to put tower at the Public Works/Central Garage property at 1015
Page 6
