This requires a Public
Hearing be set. Request to add to the Agenda was made by Ms. Welsch and seconded
by Ms. Brot.

The motion carried unanimously.

Mr. Ollendorff presented for approval, the date of September 19, 2005, 6:30 p.m. for the
Public Hearing.

Mr. Wagner motioned to accept and was seconded by Ms. Welsch.

Mr. Wagner asked the City Manager to prepare the Ordinance. Back in February, this
Council passed a Resolution with all the elements that we talked about in a Special
meeting about how to form this board, including all the comments of the Council as to
what this ordinance should encompass. Mr. Wagner gave this information to the City
Manager.

Ms. Brot said that they have been studying this procedure from places all over the
country. By implementing this, we would be put in the forefront. The purpose, the
duties, the recommendations, notifications, etc are pretty good and asked Mr. Ollendorff
to include all the features presented.

Mr. Wagner stated that this is a nation wide happening. There is a trend to demolish an
existing home and replace with a new home. Sometimes if the lot was big enough, it
would be divided into two lots for two new homes. This Infill Board would harmonize
between the developer, city staff and the residents there, to facilitate some
communication on how new Infill construction is designed and approved in our existing
neighborhoods.
Page 7
