Session 1670, Minutes <br />June 24, 1996 <br /> <br />Page 9 <br /> <br />CITIZEN COMMENTS <br /> <br />Ms. Tanya Kelly, 7256 Balson, and Lewis Schiller, 7114 Stanford, came forward. Ms. Kelley said the <br />Canine Club has been meeting in Lewis Park for two years to provide training, exercise, and play for <br />their dogs. Mr. Schiller said members have sometimes been in violation of the leash law, and they are <br />trying to find an acceptable solution that will allow them to be in compliance with the law. He proposed <br />two ideas for consideration: 1) The City could provide a fenced dog park in a City park, preferably <br />Lewis or Heman or in City- or County-owned vacant lots; 2) Establishment of a special permit for <br />groups to meet in open areas for a limited number of hours per day to exercise and train their dogs, <br />which would be leashed until trained to respond to voice commands. They asked that current law be <br />amended to allow such special uses. Mr. Schiller suggested that dogs and their owners are valuable in <br />establishing a sense of community as well as preventing crimes. Also, a fenced dog park would enhance <br />University City's attractiveness. He said the Club would appreciate the City's consideration. Mr. Wag- <br />ner asked about the issue of child safety, and Mr. Schiller said that's always a consideration, however, <br />it has not been a problem for this group as members take full responsibility for their dogs. Mr. Wagner <br />asked the group to keep that in mind, as well as the possibility of excessive noise (barking). He <br />suggested that the group take their proposal before the Park Commission to obtain their reaction. Mr. <br />Schoomer agreed, noting the Commission may make a recommendation to Council on this matter. <br /> <br />Mr. David Campbell, 8638 Barby Lane, commented on the expansion of a business in his neighborhood. <br />He said no provisions were made for additional parking by employees, and neighbors have experienced <br />trash and debris in front of homes, loud music, horns, and blocking of driveways and mailboxes. In some <br />cases, emergency vehicles have been unable to enter the area because of the number of cars parked on <br />the street. He said that in future, any plans for that development must take into consideration the effect <br />on the residents. He was concerned as were other neighbors about property values in the area. <br /> <br />Ms. Leah Zwibelman, 1112 George, said there is still a great deal of noise emanating from the business <br />(Traffic Jam) at the end of her street. She said St. Louis plans to pass a law regulating boom boxes, and <br />asked if that could be done here. Also, a sign in Pagedale said a $50 fine could be assessed for loud <br />music. She suggested that an unmarked police car drive by this business occasionally to monitor it. <br />Several councilmembers noted there is a noise ordinance, and infractions may cost as much as $500. Mr. <br />Wagner liked the idea of signs, and he asked the City Manager to report back to Council on the <br />feasibility of installing such signs in selected areas, and what the staff thinks about their effectiveness. <br /> <br />BILLS FOR SECOND AND THIRD READINGS <br /> <br />BILL NO. 8273 - AMENDING CHAPTER 23 MUNICIPAL CODE RELATING TO OFFENSES-- <br />MISCELLANEOUS, AND ENACTING THEREIN A NEW SECTION TO BE KNOWN AS "SEC- <br />TION 23-59. COMMERCIAL WASHING OF VEHICLES." <br />Bill No. 8273 was given its second reading. <br /> <br />Bill No. 8273 was given its third reading. <br /> <br /> <br />
