Regular meeting
September 19, 2005

can impact other business that has not been managed yet.

Mr. Sharpe Jr. asked Mr. Ollendorff how soon or what is the procedure for bringing this
Bill back as soon as possible. Mr. Sharpe Jr. wanted to know if Mr. Ollendorff could
rewrite or write this Bill and have it ready for Council at our next meeting.

Mr. Ollendorff said that any one member of the Council can request separation and
introduction of the Bill. Mr. Sharpe Jr. requested Mr. Ollendorff to prepare it and Mr.
Ollendorff said he would give it to the City Clerk to put on the next City Clerk’s Agenda.
The other way to handle it would be to have someone who voted to defeat it to
reconsider and bring it back that way, but is more cumbersome way. Those are the two
ways of bringing back a defeated Bill.

Ms. Welsch wanted to say to her colleague that she had hoped to have a Study Session
on this before we are asked to vote on the final passage of this Bill. Mr. Sharpe Jr. said
he would love to do that.

Ms. Brot said that when she saw the funds going down she wanted to emphasize that
we don’t know what is going to happen in our economy. I agree with Ms. Welsch that
we need to study it and see numbers that would show us that we have the money to
accomplish the Pension raise. I do not feel that it is a disturbance to the citizens. Once
we studied it and we feel there is no conflict of interest, there is no harm to people, and
we have the money, then I certainly would want to take it up again.

Mr. Sharpe Jr. asked Mr. Ollendorff to have it prepared and sent out to the Council and
we can then have a Study Session, we will have had time to look over the material.

Ms. Brot requested to have the Actuarial be present and the Fund Manager to go over
the Budget at the Study Session

BILLS FOR INTRODUCTION:

Mr. Sharpe Jr. introduced
1. AN ORDINANCE AMENDING CHAPTER 34 OF THE UNIVERSITY CITY
MUNICIPAL CODE, RELATING TO ZONING, BY REPEALING SECTION
34.30.5 THEREOF, RELATING TO DENSITY AND DIMENSIONAL
REGULATIONS IN THE SINGLE-FAMILY RESIDENTIAL DISTRICT, AND
ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS
“SECTION 34-30.5 DENSITY AND DIMENSIONAL REGULATIONS,” THEREBY
AMENDING SAID SECTION SO AS TO REQUIRE CERTAIN LOTS TO
CONFORM TO THE PREVAILING PATTERN OF DEVELOPMENT;
CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY

Page 16
