Regular meeting
September 19, 2005

Fund appropriated from the General Fund.

Ms. Brot moved to table to enable Council to gather more information concerning it. It
was seconded by Mr. Wagner, which carried unanimously.

AGENDA ITEM #3 – Public Hearing On Zoning Ordinance Infill Review Board
Hearing was set to hear comments on City Council proposal of an ordinance to
establish an Infill Review Board for the purpose of obtaining neighborhood input on
proposed new residential infill construction.

Mayor Adams called the Public Hearing to Order and asked for citizen comments.

Citizen Comments:

Edward J. McCarthy, 7101 Princeton Ave.
Mr. McCarthy stated that this would greatly restrict development in University City,
especially Multiple Family units.

Mr. Wagner said that they don’t want to restrict any Multiple Family development, but
felt there was a communication void. He felt that the developer needs to meet with
surrounding neighbors to discuss his plan, as in a Public Hearing. The Board’s
decisions and suggestions will be non-binding.

Ms. Welsch said that this doesn’t mean that there will never be any changes. The
purpose of the Board would be to get citizens input and be sure codes are met.

Ms. Brot stated that Council approved this in a Resolution for the Comprehensive Plan,
which is still being worked on. It is a process of development where citizens will be
informed and be able to be heard.

Mayor Adams was glad that the Board would be non-binding. He was concerned over
the possibility of limiting new development.

The Public Hearing was closed at 7:04 p.m.

AGENDA ITEM #4 – Public Hearing on Zoning Ordinance Amendment on Lot Size for
Single Family Houses.
City Council is seeking an amendment to the zoning ordinance density and dimensional
regulations regarding lot size for single family detached dwellings whereby
neighborhoods with primarily large lots would have minimums of lot area and lot width
conforming to prevailing neighborhood patterns.

Page 3
