Regular meeting <br />September 19, 2005 <br /> <br />Mayor Adams opened the Public Hearing at 7:05 p.m. and asked if there were any <br />citizen comments. <br /> <br />Citizen Comments: <br />Edward J. McCarthy, 7101 Princeton Ave. <br /> <br />Mr. McCarthy wanted to know if condominiums put on large lots would be restricted. If <br />this were so, he felt that this would stop growth in University City. <br /> <br />Ms. Brot explained briefly the discussion with the Plan Commission. The Plan <br />Commission really liked the idea of Mr. Ollendorff and the Director of Planning to come <br />up with a new way so that everyone can have new houses and not be in violation of <br />rules. It is a very complicated process because there is great variation in the kind of <br />housing in all three wards. You don’t just have big houses in one ward and small <br />houses in another ward. It will take the Planning staff several months to study it and <br />work out a plan. In the mean time, Mr. Wagner, myself and the Plan Commission <br />thought that we could establish a Board that would monitor plans of new owners by <br />requiring them to talk with neighbors first about their plans so that everyone would be <br />aware of possible changes that are in the plans. With this process, most neighbors are <br />very happy since they were able to have input. <br /> <br />Mayor Adams had one problem with this plan. As he understood it, the requirements of <br />the Plan Commission must make a recommendation and the Plan Commission did not <br />make a recommendation on this proposal. <br /> <br />Mr. Wagner said the Plan Commission did make a recommendation but it was on a <br />different version of the plan. This was presented to them as an interim since the Plan <br />Commission plan could be a long process. Mr. Wagner said that the Plan Commission <br />recommendation is not needed by the Council. <br /> <br />Ms. Brungardt asked Mr. Wagner if he was the Council liaison to the Plan Commission. <br />Mr. Wagner agreed. <br /> <br />Mayor Adams closed the Public Hearing at 7:25 p.m. <br /> <br /> <br />AGENDA #5 – Public Hearing Date for 830 Wild Cherry Property Vacating. <br />Mr. Ollendorff requested that UCity relinquish up to 20 feet of Balson right-of-way, <br />adjacent to south side of single family residential lot at 830 Wild Cherry for benefit of <br />adjacent owner in effort to improve existing vacant house. The right-of-way is probably <br />60 feet wide and advised them that the City would not vacate the whole right-of-way. <br />Mr. Ollendorff had met at the property with several Councilmembers and it appears that <br />it is unlikely that as much as twenty feet would be vacated. Mr. Ollendorff suggested <br />that wording for the Public Hearing would be worded vacating up to 20 feet of right-of- <br />Page 4 <br /> <br />
