Regular meeting
October 10, 2005

requirements.

Ms. Brot asked if there was a way to set a ceiling and Mayor Adams stated that it was
going to be done in Executive session that night. She wanted to know if we could pass
Mr. Ollendorff's Agenda Item now and then decide ceiling price in Executive session.
Ms. Brot emphasized her interest in approving the purchase. Ms. Brot thought that
legally it would have to be appraised first and Mayor Adams said you can do appraisal
first or you could do what he suggested in putting a rider attached to the contract.

Mayor Adams said that what ever money you pay for said property, you really are
paying with citizens' money, and felt that this should be kept in mind if you should offer
money above appraised value.

Ms. Brot asked about the length of time it takes to get an appraisal. Mayor Adams did
not think a lot 50 x 100 would take very long. He said he would feel confident if you
spent citizens' money, that you should be sure that property is appraised at the value of
the offer that would be given.

Mr. Ollendorff suggested that with Council's permission he would order an appraisal the
next morning and let the appraiser know that we would like to have it completed in a
couple of days. Simultaneously, if you passed this motion, you will have authorized Mr.
Ollendorff the right to negotiate purchase of the lot, up to a certain dollar amount.

Ms. Welsch hoped that everything would be handled quickly. She also suggested that
mention should be made to adjust the Historic Boundary Lines to include this lot.

CITIZENS' COMMENTS:

Esley Hamilton, 7346 Balson
Mr. Hamilton wanted to praise Council for insight in wanting to preserve historical value
in University City. In research you will see that it is one of the best preserved 19th
century houses in the County. He would like to see more done in effort to show citizens
how valuable it is to preserve history within the community. Mr. Hamilton mentioned the
use of Deed Restriction which regulates future alteration or demolition of the property.
He hoped that quite a few of the Commissions would spread the word and if there was
anything he could do, he would be more than happy to do so.

Richard Dockett, 6844 Crest Ave
He wanted to commend Council on being so constructive on this issue. The Sutter-
Meyer house represented the cradle of civilization for University City. It could be a
place where our children could come to visit and learn of our history.

Ralph Bowser, 8050 Teasdale Ave.

Page 11
