Regular meeting
October 10, 2005

Mr. Bowser said that the outside of the Sutter-Meyer house gives you the visual of the
historic landmark. If someone purchased the vacant lot and built a structure on it, the
view of the Sutter-Meyer house would be blocked and it would lose a lot of its
significance. This lot has never had any building on it and it could be of interest
archeologically. He would encourage the City to quickly purchase this property.

Ms. Brot thanked the speakers for their support and again wanted to emphasize the
importance of purchasing this lot.

Elsie Glickert, 6712 Etzel
She said that what she had to speak on was covered pretty well. Ms. Glickert said that
this was the home of her maternal family, who were conservators for 100 years. She
gave a brief history and said that it would be nice if the people of this generation could
see how modestly people lived in previous generations. The adjacent lot is virgin
territory.

Mr. Sharpe motioned to have City Manager start negotiations to purchase this vacant lot
and to get an appraisal of this property and was seconded by Ms. Welsch. The motion
carried unanimously.

AGENDA ITEM #11 - Approval of Site Plan for Condo-Apartments at 6404 Cates

Mr. Ollendorff said the proposal was for a four-story, eight-unit elevator apartment
building and all ordinance requirements were met. Conditions were that landscaping be
installed and all utilities be placed underground or screened.

Mr. Wagner motioned for approval and was seconded by Ms. Brot.

Ms. Welsch asked about the variance given. Mr. Ollendorff said there were three
variances give. One for Lot area, second for lot width, and third for side yard. Mr.
Ollendorff did not have the specifics with him.

Mayor Adams said that the owner was present and could be asked the specifics.

Ms. Brot wanted to know the type of financing being used. She asked Mr. Ollendorff if it
was all private financing used and he agreed.

Mayor Adams asked representative, Kenneth Schaeffler, Project Manager from The
Clayton Engineering Co, 11920 Westline Industrial Dr. to speak on the variances given.
Mr. Schaeffler said the property was rated under HR, High Density Residential, side
yard was granted at five feet and the minimum lot width is 100 and our property is 80
feet wide, minimum requirement for lot area was 20,000 square feet and ours is at
10,175 square feet.

Page 12
