These are pictures taken for City business and are not going out to take <br />pictures for someone's campaign use. <br /> <br />Mayor Adams said that he has never asked staff to come to an event that he was to be <br />at, so that pictures could be taken of him. <br /> <br />Ms. Brot said that she thought the issue was not if the PR department sent copies of <br />photographs, but rather if payment was made for their use in a campaign, since public <br />funds were used in taking of these pictures. <br /> <br />Ms. Brungardt said that maybe it would be a good idea for us to examine too if giving <br />credits would be a requirement. <br /> <br />Mr. Sharpe Jr. said that he remembered receiving some pictures and was amazed at <br />the discussion at this point. <br /> <br />Mr. Wagner said that this was an open ended discussion and should be transferred to a <br />Study Session. <br /> <br />Ms. Brungardt said that she had an inversion about not talking about things like this <br />publicly. I have seen issues blown out of proportion because people don't communicate <br />with each other. Websites are brand new and all she wanted to do was to have a <br />discussion of how to handle, within rules. <br /> <br />CITIZENS' COMMENTS: <br /> <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett felt that pictures have never been an issue and thought it was a personal <br />attack on City's Mayor. He felt this was an improper place to use this as a Public <br />Forum. <br /> <br />Paul Schoomer, 7 Princeton <br />Was not available <br /> <br />Dr. Deb Carlin, 7132 Washington <br />Her first question was to state that there was an Ethics Commission for guidelines for <br />the state of Missouri. Ms. Brungardt said she tried to reach them but was not able to. <br />She was disappointed with Council for raising issues without having done their <br />homework first. She said it should have been appropriately put on as a regular agenda <br />item, if it wasn't a divisive tactic. She thought that Ms. Brungardt spent half the time <br />apologizing for it, instead of defending it.
