<br />Regular meeting <br />October 10, 2005 <br /> <br />the procedure or legal ethics, so was putting it out for discussion. <br /> <br />Mayor Adams answered by saying that he had a number of photographs on his website. <br />These photographs came from a variety of different sources. He believed a photograph <br />of himself is also part of his personal property. I have always requested and sometimes <br />just received copies of photographs that were taken of him. Mayor Adams has received <br />photographs, not only from City staff but also from residents of this community. I have <br />been sent copies of pictures taken of the President and me, from the Presidential <br />photographer. Once I received said photos, I believe they are my property and I can do <br />with them, as I see fit, being that they are my property. <br /> <br />Ms. Brungardt said that her question was that photos taken by City Photographer for <br />publications like City Scape etc. Mayor Adams said that he did not believe that he had <br />any photographs published in City Scape on his web site. <br /> <br />Mayor Adams addressed Ms. Brungardt about saying that a candidate cannot use <br />Public pictures on their web site. Ms. Brungardt said she was not saying that, she was <br />just requesting to have a public discussion on it. <br /> <br />Ms. Brot said that when you look over the rules of campaigning, there are specific things <br />you can do and cannot do. She did not have time to go onto the web site to bring up <br />the rules but she said it has always been her understanding, when reading these rules, <br />that she would have to pay a fee for the resources that she used. Mr. Brot said that she <br />had no objection to City's PR Department giving us photos, as the PR Department does <br />a good job with this. What Ms. Brot was wondering was since Mayor Adams is a part of <br />the University City's government, and Public funds were paid to the PR Department to <br />produce these pictures is it ethically advisable or possibly a violation. She was of the <br />understanding that it was not ethically advisable to use on a candidate's web site. Ms. <br />Brungardt felt that this was not an unprecedented questioning as AI Gore was accused <br />of ethics violation by using the White House phone for his campaign. We need to <br />discuss together the use of Public resources. She said to Mayor Adams that she did <br />not have a plan of what the outcome should be but wanted to discuss the possible <br />issue. These are kind of violations that if we don't talk about it publicly, can sneak up on <br />us. Ms. Brungardt said that she would not have a scrape book of Public photos. <br /> <br />Mr. Sharpe said that he wasn't sure if he ever had one given to him. Mayor Adams <br />wanted to correct one thing. Every photograph that he has received from the City has <br />been electronically. Ms. Brungardt said that she has not received an electronic copy of <br />a photograph from the City. Mayor Adams asked if she had requested one and she <br />replied she had not, as she did not realize she could. <br /> <br />Mr. Ollendorff said that not to be getting involved in the issue, he could say that the <br />standard practice in the regular course of City business, is to send it to the person if <br />thought that they would be interested in it.
