<br />Regular meeting <br />October 10, 2005 <br /> <br />place were very stealthy, as Council had not heard of anything about the negotiations <br />that had taken place. He felt the Council was blind-sided and actually only heard by <br />accident, while he was in Jefferson City at a meeting. Mr. Wagner requested City <br />Manager do better in communicating with Council about policy issues such as this, how <br />we are going to make use of facilities that were paid for by the public. <br /> <br />Ms. Welsch was in support of Mr. Wagner and felt that there were a lot of questions to <br />be answered. <br /> <br />Ms. Brot agreed with Mr. Wagner and Ms. Welsch. She acknowledged Mr. Wagner's <br />knowledge as being the chairman of St. Louis/Jefferson Solid Waste Management <br />District. She agreed with Ms. Welsch about what UCity would pay for the use of streets, <br />the damage to them and the inconvenience of the trucks on our streets. She also <br />wanted to find out who would control of what was actually being dumped. <br /> <br />Mr. Sharpe said that he was glad that Mr. Ollendorff stated that this was not critical to <br />be voted on tonight and a meeting would take place after this meeting to discuss this <br />request. We have been informed previously that our facility is under utilized, so a <br />discussion would help to clear up questions. <br /> <br />Request to Speak: <br />Derrick Stanley, 12149 Autumn Lakes, Maryland Heights <br />He is a representative of Fred Weber Inc. <br />Mr. Stanley said that discussions really began twenty year ago. Missouri is the fourth <br />largest waste export in the nation. Fred Weber's offer is substantial and would yield <br />UCity around $ 3000,000 a year. Fred Weber is working hard on waste diversion. <br />Missouri use to have over 400 disposal sites and now down to 26. <br /> <br />Ms. Brot asked what was meant by waste diversion. Mr. Stanley said it meant reducing, <br />reusing, or recycling; the three "r"s. It is the ability of keeping material from going to <br />waste. <br /> <br />Ms. Welsch thanked Mr. Stanley for coming and said that she wished that they would <br />have had some of that information prior to this Agenda. She also would like to discuss <br />about educating our community on waste management. <br /> <br />Mr. Wagner thanked Mr. Stanley for coming and said that when a meeting has been <br />scheduled for Council's discussion, we will then vote on the Agenda item. <br /> <br />AGENDA ITEM #4 - Public Hearing on Public Activity District Private School <br /> <br />Recommending amendment to zoning ordinance to reduce required acreage for a <br />private school conditional use permit from three acres to 2.7 acres.
