<br />Regular meeting <br />October 10, 2005 <br /> <br />proposed Centennial Greenway, she wanted to know if there was a reason why we <br />didn't look for some kind of mixed use business other than a drive-thru. Mr. Ollendorff <br />said that City staff has been promoting that mixed used development for that stretch of <br />Olive, but this lot was not large enough to support any more than one small building. <br />Part of the lot is in the flood plan and you cannot build on it. <br /> <br />Mr. Wagner agreed that the Plan Commission did discuss preference of Council but <br />since part was in flood plan and prior use had been this kind of restaurant. <br /> <br />Ms. Baumgardt recalled that previous Council spent around $12,000 for HMK to render <br />drawings of potential use of this corridor. Those drawings reflected image of what could <br />be and reflected a much different vision for that particular corner, than a Rallys. She <br />understood the limitations of that particular corner but did not think that it represented a <br />long range understanding of what the Olive Corridor is suppose to evolve into. To vote <br />on this drive-thru would not reflect the foresight of what the City spent for outside <br />renderings, just a couple of years previously. <br /> <br />Ms. Colquitt requested to speak to the owner of the proposed restaurant, Chris <br />Spellman, 403 Davenport. She wanted to know it there would be drive-thrus on both <br />sides, of which he agreed. She then asked if there was also going to be walk up service <br />and if the hours of operations would be the same for both walk-up and drive-thru, which <br />he said yes. Ms. Colquitt then addressed Mr. Ollendorff to require extra clean-up, <br />because the previous owner, with the same venue, caused extra debris in area. Mr. <br />Ollendorff read the conditions put on the approval, which included clean-up for site and <br />adjacent area. <br /> <br />Ms. Welsch requested that conditions of adding a drainage into River DesPeres be <br />added and also the bank of River DesPeres be shored up. The owner agreed to work <br />with Council. She also wanted to be sure that the developer would be environmentally <br />friendly and to be sure that when asphalt is laid, it would not damage the Channel of <br />River DesPeres. <br /> <br />Mr. Sharpe said the property had been sitting vacant for a long time and was glad to <br />see someone want to work with Council to improve that lot. <br /> <br />The motion to approve passed six to one, with a Nay vote from Ms. Welsch. <br /> <br />AGENDA ITEM #3 - Transfer Station Agreement <br />To accept agreement with Fred Weber's use of Municipal Waste Station <br /> <br />Mr. Wagner said that he felt that Council was nowhere near ready to vote on this. He <br />felt that some discussion needed to happen to discuss the legal aspect of making a <br />contract with a private company.
