Regular meeting
October 10, 2005

Ms. Brungardt asked whether the safety of children was used in its criteria. She was
assured that it was safe and engineers were used in its design.

Ms. Colquitt asked what the process of approval would be if it would involve any of U-
City Commissions?

Mr. Ollendorff said that this was an architectural project not an art project. Mr.
Ollendorff said that he was not sure if it was in the Historic District. He said the Post
Office was in the Historic area but the street map showed this part of the street right-of-
way was not. Anyway, 'Commissions do not become involved until a building permit is
requested.

Citizen Comments:
Richard Dockett thought that this structure looked very unsafe for children.

Mr. Wagner moved for approval pending the future approval of whatever Commissions
City Manager determines who to send it to. Motion was seconded by Ms. Colquitt and it
was unanimously approved.

AGENDA ITEM #9 - Request for Permit to Solicit - GrassRoots Machine
A representative was invited to attend the meeting.

Ms. Colquitt stated that she had previously asked to have a representative be present in
order to answer questions the Council may have.

Mayor Adams asked if the representative of GrassRoots Machine was present with no
response.

Ms. Colquitt said that since the Council had tabled this previously because Council had
questions to be addressed by a representative, that it should be tabled.

Ms. Brot agreed with Ms. Colquitt that a representative should have been present to
explain what their purpose was. She asked if this Bill could just be dropped as a
representative from GrassRoots Machine has never appeared.

Mr. Ollendorff said that it had been dropped each time without prejudice. Then the
applicant calls City Hall and tells us that he will be at the next Council meeting and it is
put back on the Agenda.

Mayor Adams also questioned whether the Loop Business District had been notified of
their request? Mr. Ollendorff did not think it was but the organization had all the correct
paperwork needed.

Page 9
