<br />Regular meeting <br />December 12, 2005 <br /> <br />could be changed to be less if the Council so chose. <br /> <br />Ms. Brot said that the Supreme Court has ruled that political signs are a form of freedom of <br />speech as described in the First Amendment; therefore political signs should be free from <br />having any restrictions placed on them, as the length of time they can be displayed. Ms. Brot <br />did not feel that U City was quite ready to allow that freedom yet. <br /> <br />Mayor Adams said that he would like it to see it cut to 60 days instead of 90 days. <br /> <br />Mayor Adams closed the Public Hearing at 8:25 p.m. <br /> <br />AGENDA ITEM #5 - Aquatics Fee Schedule <br />. Non-residents be allowed to purchase daily admission to the pool for $6.00 per visit or 20- <br />visit punch card for $96.00 <br />. A special lap swim fee be established at $50 for residents and $75 for non-residents for <br />Heman Pool summer season, not including open swim nor indoor facilities. <br /> <br />Mr. Wagner asked if this was tabled at the previous Council meeting. <br /> <br />Mayor Adams said that it was tabled because Ms. Welsch wanted to make sure Council had <br />more information from the Park Commission. <br /> <br />Ms. Welsch said that she wanted to get information on the reasoning behind the Park <br />Commission's recommendation to the Council. She said that the packet of information the <br />Council received did not cover any specifics. Ms. Welsch now was concerned that we are <br />talking about two different Park Commission meetings and was not sure when this change was <br />voted on or by whom. Ms. Welsch explained to Mr. Ollendorff that she has previously requested <br />that when a Commission makes a recommendation, that Council be informed as to reason(s) of <br />the Commission's recommendation, so that Council can knowledgeably vote on it. She said <br />that all Council is presently given is a one line recommendation but she would like to receive <br />information on how the Commission came to their recommendation. <br /> <br />Mr. Wagner said that he thought the Park Commission should have a Public Hearing that is well <br />publicized so they can invite opinions that may not be in agreement with what they plan to pass. <br /> <br />Mayor Adams addressed Ms. Brungardt, as Council's liaison, stating that his recollection <br />thought the Plan Commission had a Public Hearing. <br /> <br />Ms. Brungardt said that it was just brought up at the last meeting as a priority and she did not <br />know by whom. She said that it surfaced about fifteen months ago, when the Parks <br />Commission did have a Public Hearing and it was decided on then not to change the fee <br />structure. Ms. Brungardt said that somehow it has become another priority issue and I am not <br />sure how, but it was in front of the Commission again and I am not sure why, with all the other <br />important items the Commission is dealing with or should be dealing with. Mr. Wagner asked <br />Ms. Brungardt when the meeting was held and she said two weeks ago, Tuesday evening, and <br />there was not a Public Hearing. <br /> <br />Mayor Adams said he remembered receiving information over a year ago on concerns from the <br />Page 4 <br />
