<br />Regular meeting <br />December 12, 2005 <br /> <br />CITY TO THE CITY LIMITS OF ST. LOUIS CITY EXCEPT BY BUS STOPS; <br />CONTAINING A SA VING CLAUSE AND PROVIDING A PENAL TY. <br /> <br />This bill was given its second and third reading at last Council meeting and the vote then <br />was to Table it. <br /> <br />The bill would have to be taken off the Table before it could be voted on. <br /> <br />Mr. Wagner motioned to remove this bill from being Tabled and was seconded by Ms. <br />Welsch. <br /> <br />Mr. Ollendorff said that in checking with the County, they had no plans at the moment to <br />set up an area for kiss-n-ride. He suggested setting up a Study Session to further <br />explore possibilities for a kiss-n-ride. Mr. Ollendorff felt that it was very important to <br />install signs on Forest Park Parkway and Big Bend as soon as possible, to let people <br />become aware of the no kiss-n-ride allowed, when Forest Park Parkway reopened. If <br />Council found a way for park-n-ride later, the signs could easily be removed in the <br />designated area. <br /> <br />Ms. Welsch said that she would still like to have a citizens' meeting next year to explain <br />the Ordinances involved and how it would be handled. <br /> <br />Mr. Wagner gave a brief history of the committee findings. He said at the time when <br />they met with the citizens, it was decided that they would prefer the station to be a <br />neighborhood station with use coming from those who could walk to it. Mr. Wagner said <br />that if nothing was done now, the traffic would become chaotic when MetroLink opened. <br />Mr. Wagner gave Ms. Welsch names of committee members, for reference in planning a <br />meeting next year. <br /> <br />Mr. Sharpe Jr. agreed to the need of signs but wanted to be sure the Council would be <br />open to revisiting it next year if needed. <br /> <br />Ms. Brot asked for a special sign for William's Pharmacy, disallowing parking on his lot <br />or drop offs. She asked if Bally's was going to allow parking on the lot. Mr. Ollendorff <br />said that Bally's said they were going to discourage it in the strongest way. He said that <br />they were going to allow drop-offs. <br /> <br />Mr. Wagner moved for approval and was seconded by Mr. Sharpe, Jr. <br />The Roll Call vote was as follows: AYES - Mr. Wagner, Ms. Brot, Ms. Welsch, Mr. <br />Sharpe Jr, Ms. Brungardt and Mayor Adams, NA YES - none. <br /> <br />Bill number 8826 passed and became Ordinance 6595. <br /> <br />4. BILL NO. 8827 - VACATING AND SURRENTDERING A PORTION OF BALSON AVE. <br />RIGHT-OF-WA Y, LOCA TED ADJACENT TO THE SOUTH LOT LINE OF LOT 8 OF <br />BLOCK 5 OF THE BLACKBERRY TERRACE SUBDIVISION AND LOCA TED WITHIN <br />THE CITY OF UNIVERSITY CITY RESERVING ANY PUBLIC EASEMENTS, AND <br />Page 9 <br />
