<br />Regular meeting <br />January 30, 2006 <br /> <br />place, the business has to request a new liquor license. <br /> <br />Ms. Welsch moved for approval and is seconded by Ms. Brot. <br /> <br />In response to Ms. Colquitt's question, Mr. Ollendorff said he would get her a copy of <br />the report. <br /> <br />The motion carried six to one, with Ms. Colquitt being the Nay vote. <br /> <br />AGENDA ITEM #2 - Public Hearinq for Infill Review Board <br /> <br />The Infill Review Board (IRB) shall review certain requests for residential lot <br />subdivisions and shall review certain residential building permits that may significantly <br />affect the nature of an existing neighborhood. The board will field complaints in matters <br />of residential infill to ascertain whether the desires of the neighboring property owners <br />and the applicant can be brought closer together. <br /> <br />The IRB shall have no power to adopt, enforce, or administer any regulation or <br />ordinance. Their occasional advisory reports will be presented to the plan Commission <br />and City Council. An IRB review will be triggered only when 60% of residents near a <br />new site petition for a public meeting with the applicant. <br /> <br />Ms. Brot explained that the intent of the Infill Review Board bill is to have a way for <br />citizens to get together with the developers to discuss what is happening. It aims to <br />preserve our unique neighborhoods while allowing for new housing that is harmonious. <br />University City needs to preserve, maintain & renew their housing stock. <br /> <br />Public Hearing opened <br /> <br />Mr. Wagner explained that this is not an architectural review board but rather an infill <br />review board. This review board only applies to residential construction. The creation <br />of this board will give some advocacy to the neighbors. <br />Mr. Sharpe Jr. motioned for approval and was seconded by Mr. Ms. Colquitt. The <br />motion carried unanimously. <br /> <br />Mayor Adams asked about a house that is functionally obsolete but structurally sound. <br />Will that fall under the board's jurisdiction? <br /> <br />Mr. Wagner said that this bill would allow the neighbors' to discuss their points of view <br />concerning the construction which is happening in their neighborhood. None of the <br />board's decisions are binding. <br /> <br />Mr. Sharpe, Jr. asked what the process would be if a contractor was coming in to raise <br />existing structure and build new house. <br /> <br />Page 5 <br />
