Regular meeting
January 30, 2006

houses were like people. Who is to determine which person is considered attractive,
likeable, and which person is not? He felt the same would be true of individual's opinion
of which house they like or what they don't like.

Tom Engelhardt, 7830 Lafon
Mr. Engelhardt was in favor of the board as he stated that these boards exist all across
the county. He supported the board so that an overseer could objectively view how or it
the construction would affect the community.

Debbie Dunn, 8686 Barby Lane
She was there to find out if it would affect commercial development or commercial
buildings as hotels, nursing homes etc. She was informed that the board would only be
overseeing residential development which would only include buildings of fewer than six
units.

Wilma Kennell, 1332 Purdue
Ms. Kinnell was in favor of the board. She felt that much of the new construction does
not fit in with that usually found in University City.

The Public Hearing was closed at 8:08 p.m.

AGENDA ITEM #3 - Public Hearing for Child Safety Headgear

Mayor Adams opened the Public Hearing for Child Safety Headgear at 8:10 p.m.

No one was present to speak.

Public Hearing was closed at 8:12 p.m.

AGENDA ITEM #4 - Economic Sales Tax
City staff was instructed by Council to study the possible use of economic sales tax.
The new law allows University City to impose up to one/half of one-percent tax on retail
sales. Revenue collected from this tax can be used for economic development activities
such as: land acquisition; infrastructure project installation; street extension; downtown
or historic district retain development; state and federal grant matching funds for long
term projects.

A majority of voter approval is required before the city can impose the sales tax. City
Manager felt that the Primary Election on August 8 would be the best time to put this on
the ballot. This would give some time to be able to show citizens how it would be
implemented and what the advantages for passage would be.

Mr. Ollendorff said the for everyone/quarter of one-percent would generate $561, 000
Page 7
