Regular meeting
February 13, 2006

out drawings to explain and display her concern over traffic problems and traffic control.
Secondly concerned over air pollution from cars idling while in line. Thirdly she wanted
to know why only six houses north of Olive were sent notices on this Public Hearing.

David Kenell, 1332 Purdue
Mr. Kenell stated that he had gone to Plan Commission when last drive-through was
there, because people would violate traffic laws. He then explained what a conditional
use permit was. Mr. Kenell gave the minimum size of business driveway and its
location based on lot frontage, and he saw one or two violation of zoning codes. He
then quoted what was needed for a variance and stated that it did not happen. He
asked if a variance was considered.

Mr. Ollendorff would check and call him tomorrow with an answer.

Todd Gilyard, 8323 Elmore Ave.
Mr. Gilyard wanted to know about potential collaboration between the City Council and
the School Board, specifically on grant projects and sharing of facilities and programs
for academic achievement.

Mark Ware, 7210 Olive
Mr. Ware represents U City Sports Association. He had concerns with the Parks
Department, but they are presently in the process of trying to work it out and appreciate
the Council's working with them. Ms. Colquitt asked Mr. Ollendorff if in the future,
Council is made aware of problems such as need for ball fields that are acceptable to
use and maybe a lot of the problems could have been prevented. Mr. Brungardt also
offered her services as the liaison for the Parks Commission.

Elsie Glickert, 6712 Etzel
Ms. Glickert spoke to her concern about keeping open space in University City. She
pointed out that a vest-pocket park had been sold to the developer, Highland Home.
Yett we have a charter amendment stating that if any Park listed in the Charter is to be
sold, the selling must be put to the voting of the people. She could not understand how
the Mayor, who was the representative from this area, had approved the sale of this
ground.

Mayor Adams moved to the Legislative Docket.

Page 4
