<br />To: Honorable Mayor Adams and Council <br />From: Julie Feier, City Manager <br />Date: December 18, 2009 <br />Subject: Weekly Update <br />Congratulations to John Mulligan for being one of the nominees for <br />Missouri <br /> - Lawyer of the Year. <br />Lawyers Weekly’s <br /> The winner of the Lawyer of the Year will be <br />announced in the December 28 issue. There are more than 25,000 lawyers in the State <br />of Missouri, and the award often goes to lawyers connected to large firms, so for Mr. <br />Mulligan to receive the honor of a nomination operating independently speaks volumes <br />of his talent and dedication to the practice of law. <br />Mr. Mulligan recently spoke with Tim Diemler (Deputy Director), Randy Scrivner (Branch <br />Director), and Sheila Huddleston (Section Chief and Mitigation Officer) during a SEMA <br />conference call. SEMA indicated that the East-West Gateway Multi-Jurisdictional Plan <br />expired on November 23, 2009. Because University City is within the East-West <br />Gateway area, SEMA cannot approve University City's application until East-West <br />Gateway has a new plan in place. East-West Gateway submitted their plan for SEMA’s <br />approval this past July. SEMA and East-West Gateway are in the process of <br />completing a new plan to submit to FEMA for its review and approval. It is <br />approximately 1,800 pages and is available on East West Gateway website, <br />http://www.ewgateway.org. SEMA expects to have the new plan to FEMA by the end of <br />the month, and FEMA has 45 days from receipt to complete its review. Once FEMA <br />approves the new plan, SEMA may approve University City's application. SEMA will <br />thereafter schedule a meeting with University City to discuss the grant agreement and <br />funding approval. Once University City accepts the agreement, it may incur expenses <br />for title searches and appraisals. Closings on home purchases may be scheduled after <br />that. SEMA said it usually takes 6-12 months after notification of grant approval before <br />there are closings. There could be problem properties that slow the process, but there <br />the delay of <br />is no requirement that all properties close at the same time. Therefore, <br />SEMA’s approval could set our grant application back about 45 days. <br />Instead of <br />the end of the year for grant approval, we could be looking at mid February. We are <br />working on a confirmation of the potential delay.
