Session 1712, Minutes <br />December 15, 1997 <br /> <br />REAPPOINTMENTS: <br /> <br />Mr. Lieberman moved the reappointment of Mr. John Walsh to the Plan Commission <br />for a term ending January 1,2001. Mr. Wagner seconded the motion, which carried <br />unanimously. <br /> <br />Mr. Wagner moved the reappointments of Mr. Arthur Smith, Mr. Victor Young and <br />Mr. Ben Senturia to the Park Commission for terms ending January 21,2001. Mr. <br />Schoomer seconded the motion, which carried unanimously. <br /> <br />STATEMENT ON METROLINK - ROBERT WAGNER: <br /> <br />Mr. Wagner stated that he had many concerned constituents asking if the Council <br />would be standing by their Resolution regarding MetroLink construction through <br />University City. They were disturbed about news releases from the East-West <br />Gateway Coordinating Council, stating that all it could now afford to build was a <br />surface rail line to connect Clayton through University City. Mr. Wagner talked with <br />each Councilmember and the answer is a resounding and unanimous yes: the <br />Council is committed to the July resolution and intends to persevere regarding its <br />conditions for Council approval of MetroLink alignments in University City along <br />Millbrook and into Clayton. The conditions as quoted directly from the July 7, 1997 <br />Resolution: <br /> <br /> "... it is the sense of the Mayor and Council that such proposed alignment <br />offers the most desirable potential service to University City residents and <br />commercial interests..." <br /> <br /> "...in addition, however the City's support is contingent upon the design of the <br />alignment reflecting the following standards in order to provide the optimum of <br />safety and service to University City while enhancing the property values of the <br />affected neighborhoods:" <br /> <br />underground construction <br />underpasses at all intersections <br />University City approved visual buffering and landscaping <br />protection from noise and vibration impacts <br />no park and ride lots <br />prohibition on forced home or property sales <br /> <br />Mr. Wagner said it should be clear to all that the Council is committed to stand by <br />their standards for MetroLink. <br /> <br /> <br />
