Session 1712, Minutes <br />December 15, 1997 <br /> <br />Mr. Sharpe moved adoption of the consent calendar. Mr. Munkel seconded the <br />motion, which carried unanimously. <br /> <br />AGENDA NO. 2: PUBLIC HEARING - NEW ZONING ORDINANCE <br />AMENDMENTS: <br /> <br />Mr. Ollendorff stated that several clarifications and additions to the recently adopted <br />zoning ordinance were scheduled for a public hearing at 7:30 p.m. this date and <br />place. Amendments include adding hotels as conditional uses, a map of historic <br />districts, deleting radio transmission references, limiting outdoor sales and allowing <br />decorative lighting. The changes are recommended by the Plan Commission and <br />City staff for adoption following consideration of any public comments. <br /> <br />Mayor Adams declared the public hearing open. <br /> <br />Being that there were no requests to speak, Mayor Adams declared the public <br />hearing closed. <br /> <br />AGENDA NO. 3 - REQUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC <br />INTEREST RESEARCH (THE SIERRA CLUB): <br /> <br />The Fund for Public Interest Research, is planning to conduct a door-to-door <br />campaign on behalf of The Sierra Club for the period January 2 through January 31, <br />1998. They will collect financial contributions and petition signatures. The <br />organization will certify that the cost of raising the funds in the solicitation will not <br />exceed 25% of the total amount raised. A representative is present to answer <br />Council questions. Mr. Ollendorff recommends granting the permit, since all <br />requirements have been met. <br /> <br />Chris MacClinchy, 4906 Argile, Apt. 28, 63108 was asked to approach the podium. <br />MacClinchy is the canvass director. Mr. Wagner said that he was pleased that they <br />had certified that the cost of raising the funds would not exceed 25% of the total <br />amount raised. Mr. Wagner said that the Council liked to see solicitations happen in <br />the daylight hours and wondered how this campaign would be handled. Mr. <br />MacClinchy said that they normally run their door-to-door canvass between 4:00 <br />p.m. and 9 p.m., because more people are available at this time. They canvass from <br />4:00 p.m to 7:30 p.m. and then break to return to the folks that had not been <br />available earlier in the day. Mr. Wagner said that several Councilmembers believe <br />that it is an imposition to canvass in the evening hours, as well as a safety factor. Mr. <br />Lieberman asked Mr. Ollendorff if the 9:00 p.m. time mentioned earlier by Mr. <br />MacClinchy met the code guidelines. Mr. Ollendorff said that knocking on doors <br /> <br /> <br />
