Session 1712, Minutes <br />December 15, 1997 <br /> <br />without appointments is allowed up until 8:00 p.m. Mr. MacClinchy indicated that <br />they can go back if they have an appointment at anytime. Mr. Lieberman said that <br />Mr. MacClinchy said that they were intending to go back to people's homes that they <br />did not get a hold of after 7:30 p.m. Mr. MacClinchy stated that this was their <br />normal operating procedure, but they will abide by the City Council's wishes. <br /> <br />Mr. Lieberman asked how many days of the week this campaign would be run. Mr. <br />MacClinchy said that normally they run Monday through Friday in the evening hours <br />and on the weekends, usually Saturday from 12:00 p.m. to 5:00 p.m. They do not <br />run on Sundays. Mr. Lieberman asked Jf they had made any kind of effort to do the <br />solicitations outside of businesses, instead of through residential areas. Mr. <br />MacClinchy said that they had never done that type of solicitation. The reason they <br />do the residential areas is because they want the chance to talk to the residents of <br />University City and let them know the types of campaigns that they would be working <br />on and to work on generating members and support for the Sierra Club. Mr. <br />Lieberman said that he understands this, but that he believes that this practice upsets <br />the balance of the sanctity of the home by trespassing on private property which he <br />does not believe is worth the results. He believes that the folks that have been <br />soliciting outside of businesses have been doing fairly well and they do have the <br />ability to talk to others. <br /> <br />Mr. Schoomer moved approval to grant the permit. Mr. Munkel seconded the <br />motion, which passed six to one. Mr. Lieberman voted Nay. <br /> <br />AGENDA NO. 4 - SUMMER RECREATION PROGRAM PROPOSALS: <br /> <br />Mr. Ollendorff recommended approval of the proposed 1998 recreation programs <br />and an increase in annual membership fees for the fitness center located at the <br />Heman Park Recreation Facility. Highlighted below are some of the changes <br />proposed by staff and recommended by the Park Commission. <br /> <br />In an effort to continue to move the Recreation Facility closer to a balanced budget <br />when comparing the expenses and revenues it generates, Mr. Ollendorff <br />recommends increasing the annual membership fee for the fitness center from <br />$40.00 per person to $60.00 per person with an addition of $30.00 per family <br />member living at the same address. The Recreation Facility is projected to generate <br />roughly $50,000 in revenue this year while it is expected to incur over $200,000 in <br />operation expenses. This increase will bring in an estimated $3,000. <br /> <br />Another change proposed for the Recreation Facility for 1998-1999 deals with the <br />hours of operation: We will open later on Saturdays and Summer holidays, close <br />earlier on Summer weekdays. <br /> <br /> <br />
