Session 1712, Minutes
December 15, 1997

6

At the end of the 1997 pool season, we began allowing the Heman pool to remain
open from 5:00 p.m. - 5:30 p.m. Monday - Friday with no one under 17 admitted
without adult supervision after 4:00 p.m. These changes in operation did not
significantly affect staffing, therefore this policy will now become permanent.

In 1998, we are introducing four new teen recreation programs: Teen Activities
Program (TAP), Open Gym Basketball, Teen Council Dances, and Friday at the
Movies at Heman Park Community Center. We will also return to Flynn Park for a
Summer recreation site.

Mr. Munkel asked how the pool staff was trained to identify venereal disease and
other infectious conditions, etc. Mr. Ollendorff said that they not do any
examinations. The rule would be expected to be self enforced by the patrons. Mr.
Munkel asked if this was posted. Mr. Ollendorff said that they were and that this
particular rule had been around for a number of years.

Mr. Lieberman asked if the new fees were comparable to what other fitness centers
would charge. Mr. Ollendorff said that they were a fraction of what any private
center would charge. Mr. Lieberman asked if there might be a possible reduction in
attendance as a result of raising the fees. Mr. Ollendorff said no. The Park
Commission has reviewed this matter, but does not believe that they have gone out
to survey the public. Mr. Ollendorff feels that the fees are still so low that it will not
make a difference. Mr. Lieberman asked what the City's costs would be for the four
new teen recreation programs. Mr. Ollendorff replied that he did not have this
information right now, but would research Jt and provide the information in Council's
next packets.

Mr. Wagner wished to commend Chuck Kohlenberger and his staff, especially Linda
EuelI-Taylor, for the excellent presentation on the teen programs presented at the
past Parks Commission meeting. He believes they will be wonderful programs and is
glad to see them.

Mr. Sharpe moved approval. Mr. Wagner seconded the motion, which carried
unanimously.

AGENDA NO. 5 - BEER & WINE LICENSE - 7930 OLIVE:

Mr. Ollendorff said that the new owners of Xinh Xinh Restaurant request a license to
sell beer and wine by the drink. This same type of license was held by previous
owners with no problems. The applicant meets all City ordinance requirements and
thus may be approved. The restaurant has been remarkably free of any law
enforcement problems over its several years of existence.
