Session 1712, Minutes <br />December 15, 1997 <br /> <br />Mr. Wagner moved approval. Mr. Munkel seconded the motion. <br /> <br />Mr. Lieberman said that he understands that this business has been closed for some <br />time and that the license is expired and asked if these conditions would not require <br />these owners to have to apply for a brand new license. Mr. Ollendorff said that they <br />have applied for a new license and they have obtained all the signatures of <br />neighboring businesses and property owners. It is a new license as far as Council is <br />concerned, but it is unusual in that there was a similar license here in the past. Mr. <br />Lieberman asked if they then would not fall under the requirements that we usually <br />have for restaurants that wish beer and wine, which is going into business for six <br />months before a license is granted. Mr. OIlendorff said that the Council has typically <br />waived that requirement when it was a business in the same location, or the same <br />business reopening. Mr. Lieberman said that he was not concerned with the <br />operation or the owners, but with the precedent established. Mayor Adams said that <br />a precedent that had been established, was to approve if the owner or previous <br />owner had previous experience with liquor, which does not quite fall under the six <br />month rule. <br /> <br />Mr. Schoomer said that Jn his recollection there was no police calls to this location for <br />disorderly circumstances and asked Mr. Ollendorff for verification. Mr. Ollendorff <br />replied that he was correct nor had there been trouble at the other locations owned <br />by the new owners. <br /> <br />The all-aye motion carried unanimously. <br /> <br />PERSONNEL REPORT <br /> <br />Mayor Adams noted the personnel report ending November 29,1997 and ordered it <br />filed. <br /> <br />CITY CLERK'S DOCKET: <br /> <br />BILL FOR SECOND AND THIRD READING: <br /> <br />BILL NO. 8358 - GRANTING, SELLING AND CONVEYING TO THE METROPOLITAN <br />ST. LOUIS SEWER DISTRICT A PERMANENT EASEMENT ON A STRIP OF GROUND <br />LOCATED NORTH OF KEMPLAND PLACE AND WEST OF THE RIVER DES PERES <br />CHANNEL. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br /> <br />
