significant liens. Even if a trustee property costs us nothing, if there are <br />significant liens, clearing title could become very expensive. Case in point: 6639 <br />Bartmer. This lot is adjacent to our lot at 6637 Bartmer, but has over $2 million <br />worth of liens on the property because of the alleged fraud committed by its <br />owner on multiple properties. Clearing title on that property realistically will never <br />happen because the cost of resolving all the lien claims by all the lien claimants <br />far exceed the value of the lot. We should not pursue lots, even if free from the <br />St Louis County Trustee, if they are encumbered with significant liens. We have <br />ordered the title reports and expect those back by the first of the year. <br />Would Council like to proceed in the negotiating for the purchase of 6633 <br />Barter and 6628 Crest with the adjacent land owners? <br />Assuming no significant liens exist, would Council like to proceed with <br />acquiring the five St. Louis County Trustee properties? Costs associated <br />with clearing title will cost approximately $10,000 (to be expended from <br />the FY 11 budget). <br />5. Election Mailer Funding: <br />Now that we no longer have a quarterly newsletter, I would like to set aside funds <br />for a mailer regarding the April election. It would allow each candidate equal <br />space to share their views and information on the ballot initiative. The current <br />budget has $15,000 set aside for marketing however; I would like to use those <br />funds to cover the cost of the mailer to registered voters. Because it relates to <br />elections, I thought it best to receive Council authorization. If you do not <br />authorize funding we will still post all of the information on line. If you would <br />prefer to allocate additional funding to cover the expenses I can do that as well. <br />Should staff use the $15,000 set aside for Destination UCity Marketing to <br />create and mail an election piece or would you prefer to allocate additional <br />funds from reserves? <br />6. Retreat Funding <br />Council scheduled a goal setting session post election for May 14 and May 15. I <br />would like the Directors to participate during the Saturday, May 15 session <br />starting 9:30 AM. While you have not selected a facilitator yet, we do need to <br />begin the process. I have provided a detailed program estimates from several <br />facilitators. The latest example Novak consulting provided an estimate of $7,000. <br />After further discussion she agreed to provide the same program for $5,000. I <br />need to know what your maximum funding level will be to better define the <br />agenda and consultant participation. Should Council not wish to hire a facilitator, <br />I can provide brief introductions, departmental overviews and assist with focusing <br />goals. Council has $3,000 set aside for a goal setting session this fiscal year.
