What is your preferred funding level? <br />7. Home Improvement Loan Funding <br />Council Member Price has requested additional funding for the CDBG home <br />improvement loan program.There are two programs suggested: first, to simply <br />allocate funds from the general fund reserve to supplement the program; and <br />second to implement a donation driven program. Donations can be tracked <br />through the finance department. Adding language requesting donations in <br />building and occupancy permits would actually be easier to track than the trash <br />bills. Administrative costs may exceed collections if administered like Laclede’s <br />Gas’s Dollar Help. However, for the September 2010 billing we will have a more <br />flexible billing program and marketing the program will be much easier. How do <br />you wish to proceed with supplementing the program? <br />Maintain the current funding level? <br />Supplement with reserves, if so at what level? <br />Kick off a donation program? <br />8. Youth Job Corp <br />Council Member Price has been working on a Youth Job Corp Project concept <br />and would like some additional ideas on how to measure success of the program <br />as well as identify areas where youth could assist or enhance existing areas of <br />service. I have outlined some tasks for their accomplishment below but would be <br />interested if you have ideas for additional projects for their completion. A program <br />description is attached. If Council chooses to move forward, the next phase will <br />be creating a job description for the part-time coordinator. Administrative Intern <br />Frost will be working on a job description if you have any suggestions for the <br />volunteer coordinator position. The position would focus on projects citywide as <br />well as volunteer opportunities city wide for both unique and existing programs, <br />essentially a clearinghouse for volunteer opportunities. <br />Measuring success of the program: <br />1. Projects completed – <br />a. Streets with litter removed <br />b. River Des Peres Clean Up <br />c. Park Clean Up <br />d. Senior Assistance (yard clean up/light maintenance) <br />e. Sorting of Recycling <br />f. Special Project Clerical Work such as filing/mailings <br />g. Parking lot/Loop pick ups <br />h. Billboards <br />i. GIS Input (hydrants/street signs etc.) <br />2. Number of kids that participate <br />3. Number of volunteers engaged <br /> <br />
