Members of City Council <br />Site Plan Review #P090022 – 8125 Groby Road <br />December 18, 2009 <br />The existing school building is approximately 137,000 square feet. The University City <br />School District is proposing additions to the existing school building. These additions <br />include a new library/media center at the southwest corner of the existing building <br />approximately 6,300 sq. ft. in area; a new 2-story classroom wing at the west side of the <br />existing courtyard approximately 14,400 sq. ft. in area; a new parking lot at the west <br />edge of the site; and a newly reconfigured circle drive at the front entry with extra <br />parking. The proposed additions will provide the extra classroom space needed, <br />address the current lack of on-site parking, and help to alleviate some of the congestion <br />during pick-up and drop-off hours. A Site Plan Review is required because additions <br />exceeding 1,000 square feet require City Council approval. <br />The project, as proposed, meets all of the density and dimensional standards of the <br />Zoning Code. All of the submittal requirements have been met. <br />A landscaping plan has been submitted to the Department of Community Development. <br />Landscaping shall be installed and maintained in accordance with the approved plan. <br />The construction of the additional parking spaces will bring the school into compliance <br />with the Zoning Code regarding required parking for middle schools. <br />Recommendation: <br />It is the staff determination that the proposed addition to the building complies with all <br />applicable provisions of the Zoning Code; will contribute to and promote the community <br />welfare and convenience; will not cause substantial injury to the value of neighboring <br />property; is consistent with the Comprehensive Plan; and will provide off-street parking <br />and loading areas in accordance with the standards contained in Article 7 of the Zoning <br />Code. Therefore, the Community Development Staff recommend that the application be <br />approved with the following conditions: <br />1. Lighting of all exterior areas, including all parking areas, shall comply with <br />Section 34-93.7 of the Zoning Code, and shall be designed to be compatible with <br />surrounding areas, shall be shaded to direct light downward and away from <br />abutting uses, adjoining properties and streets. <br />2. A detailed construction traffic control and parking plan should be submitted to the <br />director of planning for approval. Said plan shall set forth details pertaining to <br />worker and resident parking during all phases of the proposed construction. <br />3. A plan showing all existing city trees located at or near the property shall be <br />submitted along with a statement by the owner of the property verifying that no <br />city trees shall be destroyed or damaged during construction and if such <br />destruction or damage does occur, the city shall be reimbursed for the fair market <br />price of the tree. <br />2 <br />Q:\WPOFFICE\Zoning_June2009_present\Site Plan Review <br /> <br />
